The aim of this research project is to analyse infrastructural and operational influences on road safety and the perception of safety at turbo roundabouts and to derive recommendations for safe design and traffic control that will be incorporated into the technical regulations. To this end, significantly more case studies of this relatively new type of intersection are to be investigated than was possible in previous studies. One focus will be on the safety of level crossings for non-motorised road users. Comparative evaluations with other types of intersections will also be carried out. |

In order to answer the questions, existing findings from Germany and abroad will be evaluated, the majority of existing turbo roundabouts in Germany will be comprehensively documented and analysed with regard to the occurrence of accidents. In addition, in-depth behavioural and conflict analyses will be conducted over longer periods of time at selected turbo roundabouts, as well as a survey of road users. |

Subsequently, video observations and speed measurements on F-LSA as well as traffic tests as before/after investigation on F-LSA were carried out. As a result of the investigations, recommendations for the use of F-LSAs with different control procedures are to be determined and prepared for updating the RiLSA as text modules in order to ensure the targeted use of the different control variants in practice. |

In this research project, existing findings will be evaluated, primarily in Germany, and multi-criteria accident analyses (accident models) will be carried out at selected locations. These results will be compared with the findings from the literature and other regulations, and coordinated indicators for GUKR, adjustment factors, and supplements will be determined. These key figures are continuously checked and adjusted during the project with regard to their relevance for the overall result. Based on these key figures, the draft of a closed HVS procedure for the inner city area will be developed, including the provision of text modules and forms. In addition, a collection of examples will be prepared to illustrate the range of possible applications. |

On this basis, calculation models are created, which are validated and supplemented by means of microsimulation. As a result, on the one hand, new findings on the capacity of roundabouts, taking into account the influences of all types of road users as well as the interactions between the individual access roads, are made available for research and, on the other hand, practice-oriented procedures for capacity determination of small and two-lane roundabouts (e.g. for the HBS) are developed. |

Goals |
Comprehensive and quantified information concerning the effect of objective and subjective safety on the use of cycling infrastructure (route selection) is currently not available. In addition, there is a lack of comprehensive findings on the quantification of the influence of infrastructural, traffic, and network planning characteristics on the incidence of cycling accidents at route sections and junctions. Therefore, the aim of the project is to develop accident models that take into account infrastructural, traffic, and network planning characteristics (estimation of objective safety). Subsequently, the influence of objective and subjective traffic safety on the route selection of cyclists will be determined. On the basis of these models, it will be possible to estimate the probability of accidents and use, even if no data on accidents is available. |

The starting point is the NRVP Project VB 1704, in which the journeys of over 200 test subjects were documented via GPS and their subjective safety assessments were collected during a four-week field phase. The subjects were drawn as a stratified sample based on the criteria of cycling type, age, and gender and come very close to the population cross-section of German cyclists. Within the planned project (SiRou), these data are to be superimposed on the accident statistics. For this purpose, an accident model will be developed based on accident, infrastructure, and traffic data. On the one hand, the model can forecast accident figures for each network element, provided that all input variables are available in the cities. Alternatively, typical accident characteristics (accident rate UR, accident cost rate UKR) can be estimated to describe the safety level of different types of routes and junctions. Based on the GPS-based behavioural data, a route selection model is estimated to quantify the effect of the safety assessment in interaction with other variables on the use of cycling facilities. For this purpose, the routes travelled (see GPS data) as well as the alternatives not selected are provided with route properties and compared with each other on the basis of multivariate statistical estimation procedures (see WP 5). Which concrete roles different types of cycling play in this, among other things, is a question that is to be answered by the project. The evaluation of subjective safety on the basis of the reported hazardous situations (from NRVP project RadVerS) can then be spatially overlaid with the results of the accident and route selection model. |

Leipzig is one of the fastest growing German cities - it is expected that by 2035 it will have more than 650 000 inhabitants. In order to preserve and further improve the urban quality of life for the future, the "Urban spaces concept for the extended city centre" was started in 2017 with a broad public and stakeholder participation. Adding to previous work and participation concepts, the mobility concept for the extended city center of Leipzig (MobiKon-Leipzig) looks at the choices of modes of transport and the rising demands to Leipzig's streets and squares. It is a part of the promotion scheme "MobilitätsWerkStadt 2025" and looks at the following research questions:
A transformation process is beginning - a desirable result would be to create acceptance among the inhabitants of Leipzig for sustainable mobility and its possibilities for making Leipzig future-proof as well as to prepare for discussions on suited measures for the extended city centre. |

In cooperation with TU Dresden as the scientific partner and further stakeholders, a mobility concept is being created and discussed. The goal within the first phase is to create the basis for the implementation of the mobility concept, to preserve a productive, yet friendly and healthy city and to prepare it for the manifold challenges of the future. The included communication concept aims to spread information on the transport related developments in the area of the project: it enables discussions, supports the participation of the general public and therefore creates transparency on the development of the project. |

The research project "Active Mobility: Better Quality of Life in Metropolitan Areas" is funded by the Federal Environment Agency (UBA) and consists of three components:
The first component, "Survey of Motivating Factors", is intended to investigate the research question of which key factors serve to integrate active mobility into everyday life. In this regard, a representative quantitative survey will be conducted, the results of which will be verified by further qualitative surveys. Based on this, options for action to strengthen active mobility for the federal, state, and local governments will be derived. The second content component is based on a dialogue-oriented approach. It comprises the preparation of the basic outlines of a nationwide foot traffic strategy, which is to pursue the following objectives:
On the occasion of the 200th anniversary of the bicycle, the International Cycling Conference 2017 was held in the "birthplace" of the bicycle in Mannheim. The event from 19 - 21 September 2017 was prepared, held and followed up within the framework of the third content component. The International Cycling Conference is a conference with an international and interdisciplinary orientation comprised of approximately 120 to 150 participants. |

The aim of the study is to determine, on the basis of a pilot study in 9 German cities, the effects and expediency of a regulation that allows cyclists to turn right at red lights. In addition to the legal aspects, traffic flow, traffic behaviour and traffic safety are to be evaluated. |

On the basis of a research of relevant regulations and rules as well as a national/international literature search, relevant findings will be prepared which concern future implementations of right turns for cyclists at red lights. In parallel, different designs of entrances and exits at LSA junctions will be combined in a typification, and a concept for the design of a traffic sign will be developed. In close cooperation with the cities participating in the pilot project, examples of traffic situations will be identified and behavioural observations will be made before/after the installation of the new traffic sign for cyclists. The surveys will be evaluated in terms of indicators for the assessment of traffic safety and traffic flow. Finally, recommendations will be made with regard to a possible implementation of the regulations in terms of design, traffic engineering, and traffic law aspects. |

The development of a mobility concept for the main TU Dresden campus is based on the considerations for the future development of the campus area already outlined in the Master Plan Campus Design. The Master Plan Campus Design has far-reaching effects and close interactions on the topic of mobility. Future accessibility requirements relate to both the inner and outer development of the main campus in the southern suburbs of Dresden. The effects of a mobility concept can only be meaningfully assessed on the basis of an integrated target concept that is supported by all actors and affected groups as far as is possible. An indispensable basis for the development of an integrated mobility concept is the derivation of the qualified parking space requirement for the Technische Universität Dresden (students, employees, visitors) with special attention to the concerns of the resident population for the analysis and forecast horizon (2028/2030). The derivation of the qualified parking space requirement should be based on a mathematical procedure. The conceptual measures for the TUD space and the public transport area are to be transformed into a mobility concept with special emphasis on the promotion of inter- and multimodality. |

For achieving this aim a first version of TRAVELVIEWER will be developed in 6 languages. Within the project, an already existing data collection app TRavelVU should be improved for European use. Both TRAVELVIEWER and TRavelVU is going to be tested in for different demonstration sites in Europe. The project will provide ilustrative examples of how TRAVELVIEWER improves the understanding of travel behavour and how this practically can be used to support the shift to low carbon transport. Dresden takes part in the project with testing the app and providing guidance for developing a dashboard. A specific recruitment technique will be developed and tested in the demonstration site of Dresden. The results are compared to the other demonstration sites as well as methodological comparisons will be carried out of both the data itself and in terms of the quality of recruitment across the sites. |

The goal of this research project is to create a reliable basis for the design of urban roads within sustainable mobility. To this end, the future challenges arising from changing forms of mobility and in particular from the increasing multimodality in urban road space under the various boundary conditions (e.g. design situations) are to be analysed in a differentiated manner and the effects on recommended cross-sections and individual design elements are to be presented. |
| Content | In the research project, a multi-stage literature analysis is conducted of the FGSV regulations, of federal state-specific introductory decrees and planning guidelines, as well as national and international research works, which are relevant with regard to an update of the RASt. The findings are summarised in a synopsis, which is supplemented by information from surveys of municipalities, engineering offices and other contacts. The results are validated by means of planning documents that have been requested and are available to the bidder. Furthermore, an investigation of the gauge vehicle "car" is carried out. In coordination with AA 2.3, workshops on the design of urban roads and the discussion of open planning questions are held. Subsequently, solution proposals are developed and agreed upon, which are then prepared in text modules and design sketches for the RASt update. |

Furthermore, the accident risk and hazard potential of non-motorised road users in critical weather conditions is described. |
| Content | The research project is based on a literature analysis of legal and operational aspects of winter road maintenance. In parallel, local authorities in Germany are contacted and asked to participate in an online survey with different focal points. Taking these survey results into account, the selection of study areas for traffic observations, the questioning of pedestrians and cyclists as well as skid resistance measurements are carried out in several stages. The traffic observations serve to assess the effects of critical weather conditions on the condition of traffic facilities and traffic behaviour. The survey aims to assess concrete situations. The accident risk is determined via the recalled accidents. In cooperation with the municipalities, tests are carried out on the use of gritting materials and clearing technology. The findings are compiled into a recommendation for action in cooperation with the municipalities. |

| Content | European cities are facing challenging times and some major policy dilemmas. Encouraging economic growth is seen as the key driver to achieving a wide range of policy objectives, such as raising living standards and improving the well-being of citizens; but historically this has led to a growth in car ownership and use, and consequential increases in urban road traffic levels. These increases, in turn, are associated with a range of negative economic, social and environmental impacts, including traffic congestion, traffic accidents, social exclusion and community severance, dangerous levels of air and noise pollution, and rising CO2 emissions. Congestion costs are estimated at around 100bn euros per annum across the EU, and are projected to grow 50% by 2050. Recently, however, some economically advanced European cities appear to have been successful in decoupling economic growth from traffic growth – and in the process have been able to offer urban living environments that are cleaner and less congested, while maintaining increases in living standards. Cities such as London are experiencing growth in population and rising incomes, while at the same time observing reductions in car ownership and car use – the so-called ‘peak car’ effect. Such cities are succeeding in reducing traffic dominance and are becoming very attractive places for both residents and visitors, and are rated very highly in international satisfaction surveys. But why have some cities been able to achieve this turnaround while others have not, and what lessons can be drawn for other parts of Europe? To answer this fundamental question, CREATE has brought together a team of internationally leading experts with a variety of specialist skills and experiences. This includes a group of five European capital cities (Berlin, Copenhagen, London, Paris, Vienna), and their surrounding regions, each of which has managed to reduce the car driver modal shares of trips in recent decades. Working with leading analysts, and a major provider of real-time traffic data in many European and North American cities, derived from GPS tracking of motor vehicles, the project will explore changing patterns of road traffic and car use, success factors behind the observed decreasing modal shares of car traffic (e.g. technical, political, economic and social) and lessons learnt. It will work with a group of five city partners in Eastern Europe and the Euro-Med countries (Adana, Amman, Bucharest, Skopje and Tallinn) which are still grappling with rapid increases in car ownership and use and growing traffic congestion, and then disseminate and exploit these findings more widely through a major European city network. |

| Content | Under this premise, measures and initiatives to promote active mobility are being investigated in seven European test cities and evaluated with regard to health and economic impacts by developing a user-friendly assessment tool (HIA tool "Health Impact Assessment"). Experts and researchers from the fields of health, mobility and sustainability (WHO, POLIS network, several universities, etc.) from eight European countries are involved in the project, which also brings in partners from politics, authorities and non-governmental organisations to work together on the positive aspects of active mobility through a sound evaluation. |

This research project aims to investigate the extent and structure of the accident events associated with parking. In addition, the distribution and effects of planning as well as regulatory measures implemented in practice to prevent parking-related accidents will be investigated. Subsequently, recommendations for the further handling of the problem will be established. |

The research project will first answer the question of which parameters can be used to describe the quality of transport demand models and how these can be extracted from the individual model levels. Based on this, it will be investigated how the influence of different model parameters on the quality of a transport demand model can be determined. This will then be quantified for selected parameters (e.g., accuracy of structural and behavioural data, spatial segmentation and transport demand) and for model assumptions to replicate the decision-making processes of transport users. As a result, application-differentiated minimum requirements for modelling, data supply, model calibration and validation will be formulated. |

The project "Promoting safe walking and cycling within a multimodal transport environment" is funded by the Association of European Road Transport Authorities (CEDR). First, motivational factors or obstacles that, respectively, motivate or discourage people to walk and cycle will be researched. A typification is to be carried out, which relates the identified factors to typical groups of people, sizes of environment, city characteristics, etc. Subsequently, implemented measures to support walking and cycling in European cities will be researched, assigned to the previously found factors and evaluated with regard to their safety aspects and comfort. From this, constraints for the feasibility of the individual measures are to be developed and brought into connection with typical urban characteristics. On the basis of these data, an internet-based tool will be developed which, depending on their characteristics, will suggest suitable measures to cities to promote walking and cycling, provide examples of good implementation, and point out potential target groups that require special attention. |

The research project will evaluate existing findings in Germany and abroad, carry out a municipal research to identify investigation routes, carry out accident analyses (accident data from the police and surveys of injured cyclists and pedestrians in hospitals) and conduct surveys on safety-relevant behaviour and traffic quality for 30 different route segments. In addition, road users are interviewed during the surveys. As a result, a draft for a generally valid guideline for the design of independent cycle paths and footpaths will be presented. |

In the research project, existing findings in Germany and abroad will be evaluated; accident analyses will be undertaken, taking into account exposure (survey of the traffic volume of bicycle and motor vehicle traffic at up to 150 points); surveys on acceptance and safety-relevant behaviour as well as driving on 20 different sections will be conducted. In addition, surveys of road users and a pilot study on route selection will be carried out against the background of the acceptance of different forms of guidance for cycle traffic. As a result, typical accident situations as well as accident-favouring behaviour and boundary conditions will be assigned to the examined forms of guidance. These are compared with the current recommendations of the regulations as well as legal and operational requirements. In this way, the current need for action can be evaluated in practice and approaches to measures derived. |

Within the framework of this research project and based on literature analysis, the accident occurrence at bus stops will be evaluated on a statistical level (special features and temporal developments will be identified) and on a network level (analysis of conflict constellations for different accident types in the bus stop area with regard to time, type of participation, age groups, environment, accident severity, location, and other attributes of the road and accident data set). In the macroscopic analysis, 2,000 THS in six major cities (Dresden, Leipzig, Berlin, Cologne, Stuttgart, Munich) will be surveyed with regard to type, operation, road cross-section, location, and further design features on site (including photo documentation, recording of design features via a HS profile). From the data set of the macroscopic analysis, a total of 100 THS are selected in pairs for the detailed analysis. This serves to compare the accidentally loaded and accident-free HS of a type, taking into account relevant accident situations. In the behavioural analysis, the occurrence data of MIV and nMIV as well as qualitative and quantitative behavioural parameters such as lines of movement of the nMIV, speeds of the MIV and acceptance of traffic rules by all road users are determined from video observations. In the conflict analysis quantifiable conflict parameters such as post-encroachment time (PET) are determined from the trajectories of potential conflict opponents (nMIV, MIV, public transport). The aim is to identify and describe critical behaviour. Finally, the synopsis provides a comprehensive interpretation of the results of all levels of analysis. This enables the current need for action to be evaluated in practice and approaches to measures to be derived. |

The Institute of Landscape Architecture, the Institute of Transport Planning and Road Traffic and Department 4 (Real Estate, Technology and Safety) were jointly commissioned by the Rectorate to develop a master plan for the exterior spaces of the TU Dresden campus. The project aims to develop an overall concept for the future development of the open spaces on the campus. Some of the ideas are to be implemented by the 200th anniversary of the university in 2028. |

As a first processing step, a comprehensive analysis of the outdoor spaces on the campus has been elaborated and already completed by the participating institutes of TU Dresden. This includes not only the inventory and evaluation of the open spaces for historical development, infrastructure, vegetation, equipment and urban technology, but also the determination of the need for open spaces as a place of research, learning, work and leisure. This is followed by a phase of development and discussion of spatial-design scenarios, with which the planning office Karres+Brands from the Netherlands was commissioned. These scenarios, in turn, are discussed and concretised in many meetings with various participants (project-accompanying workgroup; see project information below). The different spatial and design scenarios developed will be presented to the university public for discussion. Taking into account the results of the discussions, an initial overall concept for the campus exterior will be developed by the end of 2018, which will serve as a basis for more detailed planning and future implementation measures. In 2019, work on the Campus Design Master Plan will be continued (including 19 starter projects), the implementation of which will be intensively supported by the institutes involved in the project. |

Transport demand models are an important tool for transport planning. They are used in cities and regions to reconstruct existing conditions in a transport network (analysis of the current state) and to estimate the effects of future developments or planned transport measures. In this way, transport demand models are used to prepare transport planning, operational planning, transport technology and transport policy decisions. A transport demand model is a model that uses as input variables the transport supply, settlement structure and behavioural parameters in a study area and, based on this, models all traffic-relevant decision-making processes of people that lead to changes in location. In passenger transport these decisions include the choice of activities, the choice of destination, the choice of means of transport, the choice of departure time and the choice of route. The primary results of a transport demand model include matrices of supply quality (characteristic matrices), transport demand matrices, traffic volumes on network elements and routes as well as characteristics of traffic volume (passenger kilometres, vehicle kilometres, passenger hours, lost time). These primary results can be used as input for further model calculations, which then determine, for example, noise and pollutant emissions or ticket revenues. |

Die neuen Erkenntnisse fließen in Überarbeitung des Merkblattes Teil 2 – Maßnahmen gegen Unfallhäufungen – der FGSV ein. Hauptbestandteil des Projekts liegt in der Bereitstellung eines web-basierten Verfahrens zur Maßnahmenfindung. Im Verfahren werden die Örtlichkeit der Unfallhäufung, weitere verkehrliche Randbedingungen, sowie die Struktur des Unfallgeschehens berücksichtigt. Basierend auf einer Analyse des Unfallgeschehens werden dem Nutzer mögliche Maßnahmen vorgestellt. Dabei werden Kriterien wie Wirksamkeit, Validität und Wirtschaftlichkeit berücksichtigt. Das entwickelte Programm unterstützt die Unfallkommissionen in der Arbeit der Unfallanalyse, Maßnahmenfindung und Umsetzungskontrolle. |

Das Forschungs-Informations-System (FIS) für Mobilität und Verkehr ist ein vom Bundesministerium für Verkehr und digitale Infrastruktur (BMVI) gefördertes Forschungsprojekt zum Aufbau einer internetbasierten Wissensplattform. Im Rahmen der Projektphase 07/2011 bis 06/2015 sollten die betreuten Themen inhaltlich gepflegt und bearbeitet werden. Hierbei waren insbesondere wissenschaftliche Veröffentlichungen zu recherchieren und unter Beachtung der politischen Relevanz zusammenzutragen sowie zu synthetisieren. Bei Bedarf wurden die Themenfelder des FIS ebenfalls durch optionale Beauftragungen um weitere Inhalte in Form neuer Wissenslandkarten ergänzt. In der Projektlaufzeit wurden die Themen des LOS 2 bearbeitet. Diese umfassten die Bereiche "Personenverkehr", "Stadt- und Raumentwicklung", "Mobilitätsmanagement", "ÖPNV" und "nichtmotorisierter Verkehr". |

Ziel der Wissenslandkarte soll es sein, neue Akteurskonstellationen und Mobilitätsdienstleistungen, die zunehmend in den Vordergrund treten, zu beleuchten und die zugrundezulegenden Geschäftsmodelle allgemeinverständlich abzubilden. Die hervorgehobene Notwendigkeit zur Umsetzung leitet sich aus der Bedeutung des Themas für die am 20. August 2014 durch die Bundesregierung verabschiedete "Digitale Agenda" ab. Im Rahmen des Projektes wurden v. a. die Themen multimodales Verkehrssystem, Treiber und Verknüpfungsmöglichkeiten für Multi- und Intermodalität, Erscheinungs- und Entwicklungsformen von Multi- und Intermodalität, Akteure, Hemmnisse/Spannungsfelder sowie Nutzen und Grenzen der vernetzten Mobilität und Informations- und Datengrundlagen über multi- und intermodales Verkehrsverhalten systematisch, entsprechend dem aktuellen Stand der Forschung aufgearbeitet. |

Ziel dieses Forschungsprojektes war die Überprüfung von Parametern und die Erarbeitung von Grenzwerten für Gefahrenstellen der Gefährdungsstufe 4 nach RPS 2009, bei denen der Einsatz von passiven Schutzeinrichtungen zur Steigerung der Verkehrssicherheit für die Insassen von Pkw sowie für Motorradfahrer beiträgt. |

Die Untersuchungen haben gezeigt, dass die Unfallschwere maßgeblich dadurch beeinflusst wird, ob sich das Unfallfahrzeug überschlägt. In diesem Zusammenhang konnte auch gezeigt werden, dass das Überschlagsrisiko bei Pkw-Unfällen mit Anprall an eine SE deutlich geringer ist als bei Pkw-Unfällen mit Abkommen in den Seitenraum. Aus den Untersuchungen konnten Empfehlungen für einen Großteil der Grenzwerte abgeleitet werden. Zudem wurden weitere bisher nicht berücksichtigte Randbedingungen erkannt, bei denen Schutzeinrichtungen am Fahrbahnrand den Schutz von Unfallopfern weiter verbessern. |

In der Mobilitätsforschung entstand in den vergangenen Jahrzehnten eine breite Wissensbasis zum besseren Verständnis des Verkehrsverhaltens. Unterschiedliche Wissenschaftsbereiche wie die Psychologie oder die Wirtschafts- und Ingenieurwissenschaften befassen sich mit der Erklärung des menschlichen Verhaltens auf ganz verschiedenen Ebenen sowie mit zum Teil unterschiedlichen Methoden und Maßstäben. Die Modellierung des Verhaltens ist für diese Altersgruppe besonders schwierig. Aus der Komplexität dieser Problemstellung heraus ist ersichtlich, dass fundierte Analysen zur Mobilität junger Erwachsener notwendig sind, um verkehrsplanerische Defizite aufzudecken und Chancen zu erkennen. Die günstige Situation zeitgleich auf Bundes- und Kommunalebene erhobener Daten zum Verkehrsverhalten "Mobilität in Deutschland – MiD 2008" und "Mobilität in Städten – SrV 2008" und die seit 1994 kontinuierlich und jährlich erhobenen Daten der Längsschnittuntersuchung "Deutsches Mobilitätspanel – MOP" zum Anlass genommen, ein Forschungsthema auf Basis aktueller Befunde zum Verkehrsverhalten mit einem besonderen Blickpunkt auf junge Erwachsene zu bearbeiten. |

Im Rahmen des als Eigenforschung durchgeführten Forschungsprojektes konnte der Erkenntnishorizont zum individuellen Verkehrshandeln speziell junger Erwachsener erweitert werden. Auf Basis vorhandener Querschnittuntersuchungen zum realisierten Verkehrsverhalten hat Herr Dr. Wittwer mit Hilfe geeigneter statistischer Verfahren Restriktionen aus Zwangsmobilität, sich daraus ergebener Alltagsroutinen und Verkehrsmittelpräferenzen herausgearbeitet und analysiert. Als Ergebnis wird eine clusteranalytische Typologisierung vorgestellt, die im Anschluss anhand soziodemografischer Indikatoren und raumstruktureller Kriterien der Lagegunst beschrieben wird. Aufgrund der gewonnenen Erkenntnisse können objektive und im Idealfall quantifizierbare, d. h. prognosefähige Merkmale zur Bildung verkehrssoziologischer und weitgehend verhaltensähnlicher Personengruppen genutzt werden. Darauf aufbauend hat er die daraus resultierenden planerischen Handlungsfelder zur Beeinflussung dieses Verhaltens aufgezeigt und bewertet. Anschließend konnten Potenziale ermittelt werden, die zur Einschätzung des Nutzens derartiger Planungsstrategien bei jungen Erwachsenen dienen. Insbesondere wurde das künftige Reduktionspotenzial durch Verhaltensänderungen in Bezug auf den MIV, als Anteil am Gesamtverkehrsaufwand der Bevölkerung, aufgezeigt. |

| Inhalt | Es erfolgte eine beispielhafte Anwendung des standardisierten Verfahrens nach dem HVS-Ent¬wurf 2008 zur Ermittlung von standardisierten Unfallkostenraten bei einer größeren Zahl von konkreten Planungsmaßnahmen, wobei auch die Praxistauglichkeit dieses Verfahrens beurteilt werden sollte. Darüber hinaus wurde ein zwischenzeitlich vorliegendes, auf der Basis von so genannten „Verallgemeinerten Linearen Modellen“ (GLM) entwickeltes Verfahren zur Abschätzung von standardisierten Unfallkostenraten von Landstraßen auf das Kollektiv der Autobahnen erweitert. Die Anwendung des Verfahrens bei den ausgewählten Planungsmaßnahmen zeigte, dass sehr niedrige Unfallkostenraten von sicheren Land¬straßen und Autobahnen mit dem Modellansatz ebenso wenig abgebildet werden können wie sehr hohe Unfallkostenraten, wie sie bei Unfallhäufungsstellen beobachtet werden können. Die mit den entwickelten Modellansätzen ermittelten standardisierten Unfallkostenraten haben eine relativ schmale Bandbreite. Das standardisierte Verfahrensmodell des HVS-Entwurfs 2008 ist deshalb nur eingeschränkt geeignet, für einzelne Netzelemente das Unfallgeschehen zu prognostizieren, es dient vielmehr dazu, die Sicherheitswirkungen bestimmter Entwurfselemente, besser als bisher, quantitativ abzuschätzen. |

Aggregate dieser Aufwände) wahrnehmen. Können diese Aspekte quantifiziert werden, müssen sie auch innerhalb der Verkehrsnachfragemodellierung über die Präferenzen der Verkehrsteilnehmer Berücksichtigung finden. |

Im Rahmen des Forschungsprojektes wurden zwei eigenständige Nutzen-Bewertungs-Modelle (NBM) entwickelt, mit Hilfe derer die Wahlentscheidung eines Verkehrsteilnehmers innerhalb einer "Referenz-Alternative(n)-Situation" abgebildet werden kann. Durch geeignete Parametrierung kann dabei berücksichtigt werden, dass Verkehrsteilnehmer positive und negative Nutzen einer Alternative gegenüber einer Referenz in der Regel unterschiedlich bewerten, wobei negative Nutzen eine deutlich kritischere Bewertung erfahren als positive (endowment effect). Weiterhin wird mit diesen NBM berücksichtigt, dass kleine (positive oder negative) Nutzen einer Alternative gegenüber der Referenz von den Verkehrsteilnehmern nicht wahrgenommen und somit nicht bewertet werden können bzw. kleine Nutzendifferenzen weniger starke Reaktionen hinsichtilich einer möglichen Verhaltensänderung der Verkehrsteilnehmer hervorrufen als größere. |

| Ziele | Ziel des Programms war es, für 10 ausgewählte Unfallhäufungen je Landkreis das Unfallgeschehen zu analysieren sowie Defizite und unfallbegünstigende Faktoren im Straßenraum zu identifizieren. |
| Inhalt | Auf Basis der von der LISt ausgewählten 10 Unfallhäufungen in jedem Landkreis in Sachsen erfolgte die Bearbeitung dieser Häufungen. In Anlehnung an das „Merkblatt zur Örtlichen Unfalluntersuchung in Unfallkommissionen“ erfolgte eine Analyse des Unfallgeschehens mit Personenschaden der Jahre 2012 bis 2014. Diese Analyse war verbunden mit einer Ortsbegehung sowie Geschwindigkeitsmessungen an ausgewählten Stellen. Nach Identifikation der Defizite wurden mögliche Maßnahmen gegen das Unfallgeschehen erarbeitet und mit den örtlichen Unfallkommissionen abgestimmt. Für jede UH wurde ein Faktenblatt, welches die Eckdaten jeder UH umfasst, erstellt. Inhalt des Faktenblattes sind dabei die Beschreibung der Örtlichkeit und des Unfallgeschehens, die Benennung der vorgefundenen Defizite und die Empfehlungen sowohl kurzfristig als auch langfristiger Maßnahmen. Die Faktenblätter dienen als Hilfestellung für die örtlichen Unfallkommissionen bei ihrer Arbeit. Ferner erfolgte eine volkswirtschaftliche Berechnung der Unfallkosten und eine Abschätzung, welcher volkswirtschaftliche Nutzen – vermiedene Unfälle – aus der Beseitigung der Unfallhäufungen resultiert. |

Vor dem Hintergrund der methodischen Weiterentwicklung der Bundesverkehrswegeplanung sowie der zunehmenden Bedeutung von Stadtmobilitätsplänen (SUMP) auf europäischer Ebene sollte eine Wissenslandkarte mit der Darstellung des Grundlagenwissens sowie der aktuell verkehrspolitisch bedeutsamen Entwicklungen und Ergebnisse zur Verkehrsentwicklungsplanung erstellt werden. Die hervorgehobene Bedeutung leitet sich aus neuen Herausforderungen im Verkehrsbereich ab, die u. a. aus den veränderten Bedingungen in Folge der demografischen Bevölkerungsentwicklung, des Angebotes neuer Mobilitätsdienstleistungen und einem wachsendem Wertewandel resultieren. Im Rahmen des Projektes wurden v. a. die Themen Ablauf und Inhalt von Verkehrsplanungen, Akteure der Verkehrsentwicklungsplanung, Integrationsaspekte, Organisation und Ebenen der Verkehrsentwicklungsplanung, Qualitätsmanagement sowie Sustainable Urban Mobility Plans (SUMP) systematisch, entsprechend dem aktuellen Stand der Forschung aufgearbeitet. |

Ziel des Forschungsprojektes war es, die Erfahrungen und Probleme bei der praktischen Anwendung der RPS 2009 zu prüfen und Handlungsempfehlungen für den Nutzer in Form von Best-Practice Beispielen abzuleiten. |

Anhand von Interviews mit Vertretern der Straßenbauämter verschiedener Bundesländer sowie der Hersteller konnten Informationen über Defizite bezüglich der Anwendung der RPS 2009 gewonnen werden. Diese konnten mithilfe eigener Recherchen sowie der Auswertung von Protokollen des Bund-Länder-Arbeitsgremiums „Schutzeinrichtungen“ konkretisiert und erweitert werden. Daraus wurden insgesamt 76 Problemfälle in 30 Problemfeldern katalogisiert und typischen Entwurfssituationen zugeordnet. Sofern geeignete Lösungen aus der Praxis abgeleitet werden können, wurden Empfehlungen entwickelt, welche auf den RPS 2009 und anderen Regelwerken aufbauen und entsprechende Verknüpfungen herstellen, sowie dem Anwender praxisorientierte Lösungswege vorgeben. |

Die hervorgehobene Bedeutung leitet sich aus der sich in der jüngeren Vergangenheit erkennbaren verkehrswirtschaftlichen und verkehrswissenschaftlichen Fokussierung auf dieses Thema ab, da diese Bevölkerungsentwicklung (signifikant ansteigender Bevölkerungsanteil älterer Menschen in den Industriestaaten) nicht ohne Auswirkungen auf die Funktionsweisen und -fähigkeiten der meisten Verkehrssystem bleiben wird. Diese Thematik ist ebenfalls für die Mobilitätsforschung und für die Entwicklung angemessener Mobilitätsmöglichkeiten von besonderer Bedeutung. Im Rahmen des Projektes wurden v. a. die Themen demografische Prognosen, altersspezifisches Mobilitätsbedürfnis und -verhalten, Einflussfaktoren altersbedingter Verhaltensänderungen, Aspekte der Verkehrssicherheit sowie individuelle und infrastrukturelle Gestaltungsansätze und Lösungsmöglichkeiten systematisch, entsprechend dem aktuellen Stand der Forschung aufgearbeitet. |

| Ziele | Ziel war es, für Landstraßen in Niederösterreich und österreichische Gemeinden, auf Basis vorhandener Daten, mit multikriteriellen Verfahren Modelle zur Beschreibung des Aufkommens von Unfällen mit Personenschaden zu erklären. |
| Inhalt | Das Forschungsprojekt teilt sich in zwei Teilbereiche auf. Für Landstraßen wurden auf Basis der zur Verfügung stehenden Daten Unfallmodelle (Verallgemeinerte Lineare Modelle) für die Netzelemente Knotenpunkt und freie Strecke erstellt. Es wurden verschiedene Merkmale die einen Einfluss auf die Verkehrssicherheit besitzen identifiziert. In der Modellbildung wurde für Landstraßen in Modelle nach Unfallschwere und Modelle nach Unfalltyp differenziert. Die Modelle liefern die Möglichkeit, auf Basis der Daten eine volkswirtschaftliche Bewertung des Landstraßennetzes vorzunehmen. Für die Erklärung des Unfallgeschehens von Gemeinden flossen Kenngrößen wie Einwohnerzahl, Straßennetzlänge oder Dauersiedlungsraum in die Modellbetrachtung ein. Als maßgebende Größe konnte die Einwohnerzahl zur Erklärung des Unfallgeschehens identifiziert werden. Die Modelle sind geeignet die Unfallbelastung von Gemeinden in Abhängigkeit verschiedener Randbedingungen zu bestimmen. |

| Ergebnisse | Im Projekt erfolgt eine Abschätzung des möglichen Beitrags des Radverkehrs zur Reduzierung der Klimagasemissionen in Deutschland vor allem auch im Vergleich zu anderen Strategien wie "Autos nutzen statt besitzen" und technische Fahrzeugentwicklungen. Anhand von Modellrechnungen für verkehrliche Szenarien wurden mit den Daten des Jahres 2008 Potenzialwerte der sogenannten Variationsrechnungen (Szenarien) für den Personen-Werktagsverkehr in ganz Deutschland ermittelt (u. a. Modal Split nach Aufkommen und Verkehrsleistung, CO2-Minderung). Diese Ergebnisse bilden damit die Grundlage für die Berechnung von Emissionseinsparungen sowie die Hochrechnung auf einen Gesamtwert für deutsche Städte. |

| Ziele | Ziel des Forschungsprojektes war es, auf Basis eines Untersuchungskollektivs von 3.600 km Landstraße Grundunfallkostenraten (gUKR) sowie quantifizierbare Zuschläge zu den gUKR abzuleiten. Dabei wurden multivariate statistische Modelle zur Beschreibung des Unfallgeschehens verwendet. |
| Inhalt | In Anlehnung an die RQ nach den RAL, wurden für verschiedene Landstraßenquerschnitte sowie VZ geregelte Einmündungen Modelle nach Unfallschwerekategorie zur Ermittlung der Unfallhäufigkeit erzeugt. Über 80 Merkmale wurden auf ihren signifikanten Erklärungsanteil zur Beschreibung der Unfallhäufigkeit geprüft und entsprechend im Modell als Zuschlag berücksichtigt. Auf Basis dieser Ergebnisse wurden Funktionen zum Verlauf der Unfallrate und UKR in Abhängigkeit des DTV erzeugt. Grundunfallkostenraten beschreiben das fahrleistungsbezogene Unfallkostenniveau eines Netzelements, welches bei regelkonformem Ausbau der Strecke erreicht werden kann. Da in den verwendeten multikriteriellen Modellen auch Merkmale berücksichtigt sind, die kein Defizit im eigentlichen Sinne darstellen, entspricht die Höhe der UKR ohne jegliche Zuschläge einem Grundniveau. Diesem sind Zuschläge unterteilt in Defizite und die Streckencharakteristik beschreibende Eigenschaften zuzuordnen. Anhand der Modelle kann nachgewiesen werden, dass verschiedene Straßenquerschnitte ein unterschiedliches Sicherheitsniveau aufweisen. Die UKR stellt eine vom DTV abhängige Kenngröße dar. Es konnten eine Vielzahl von Merkmalen identifiziert werden, die einen signifikanten Einfluss auf die Unfallhäufigkeit besitzen. Die Höhe der Zuschläge kann als Anteil an der gUKR dargestellt werden. In Anlehnung an das Handbuch der Verkehrssicherheit von Straßen (HVS) erfolgt die Darstellung der Berechnung für Grundunfallkostenraten und deren Zuschläge für Landstraßenquerschnitte. |

Das Forschungs-Informations-System (FIS) für Mobilität, Verkehr und Stadtentwicklung ist ein vom Bundesministerium für Verkehr, Bau und Stadtentwicklung (BMVBS) gefördertes Forschungsprojekt zum Aufbau einer internetbasierten Wissensplattform. Im Rahmen der Projektphase 07/2009 bis 06/2011 sollten die betreuten Themen inhaltlich gepflegt und bearbeitet werden. Hierbei waren insbesondere wissenschaftliche Veröffentlichungen zu recherchieren und unter Beachtung der politischen Relevanz zusammenzutragen sowie zu synthetisieren. In der Projektlaufzeit wurden die Themen Integrierter und intermodaler Güter- und Personenverkehr (LOS 03), Raum, Stadt, Mobilität (LOS 06), ÖPNV, Nichtmotorisierter Individualverkehr (LOS 11) bearbeitet. |
