A self-evaluation tool for local authorities to identify, analyse and overcome hurdles for green procurement within the procurement process
Procurement opens up an important possibility for the implementation of environmental concerns in an organisation's decisions. This can be explained with the change in the understanding of the term 'procurement' over the last 50 years. Nowadays procurement is seen as an important part of the value chain providing all other processes with the required goods and services by managing and coordinating the whole process with all its stakeholders and their requirements. Although a lot of different approaches have been developed over the last 30 years, they did not sufficiently change the procurement process in organisations to become more environmentally oriented. When this adjustment does not happen, there must be certain factors involved that disrupt an organisation’s attempts to reach this aim.
Starting from that thesis, an analysis of possible factors (hurdles) hampering, decelerating, or even blocking green procurement in organisations was accomplished within the European project RELIEF and in the German projects NaBesI and GeB. The hurdles analysis aims at identifying relevant actors within the procurement process as well as finding, assessing, and handling hurdles within the procurement process. It therefore was designed as an approach consisting of a questionnaire to identify hurdles, various assessment methods, and a workshop to generate strategies to deal with the most relevant hurdles in an organisation. Based on all experience collected by working with and applying the hurdles analysis, a self-evaluation tool that is available online from this site was developed by the Chair of Environmental Management and Accounting. With this tool organisations can conduct a hurdles analysis on their own.
This tool consists of the following parts:
- identification and selection of key actors (persons that can influence a procurement decision) within the procurement process, that should take part in the survey as well as the accomplishment of the online questioning
- assessment of the data using the mentioned assessment methods
- a workshop that brings together all key actors and discusses the results of the hurdles analysis to generate strategies for the handling of the identified hurdles
The first and the third step is rooted in the organisation itself, as every organisation is different and can only do these steps on their own. Nonetheless, the Chair of Environmental Management and Accounting supports this process individually upon request. The second step - the assessment - is realised by TU Dresden. Afterwards, the organisation is provided with initial figures and a short interpretation of the results. Upon enquiry, further assessments of the data is possible as well as a deeper interpretation of the results.
