Cooperation Programme Saxony – Czech Republic 2014-2020
The Cooperation Programme Free State of Saxony - Czech Republic 2014-2020 (SN-CZ 2014-2020) aims for a sustainable territorial development with the means of joint economic, social, and environmental activities. The common goal is the advancement of the Saxon-Czech border area to a common, sustainable living environment, natural environment, and economic space including strengthening competitiveness as well as the sustainable improvement of people’s living condition in the common border region.
Within the framework of the Cooperation Programme four thematic objectives were elected. Those objectives are consistent with crucial developmental problems and challenges in the German-Czech area:

Priority Axis I – Advancement of adapting to climate changes as well as risk prevention and risk management

- Specific Objective: Improvement of cross-border disaster control for reducing risks for people and assets
- Priority Axis II – Environmental protection and advancement of sustainable utilization of resources

Investment Priority: Investments in the field of water economy in order to meet the specifications of the European vested rights and in order to cover the member state’s determined investment needs

- Specific Objective: Development of cross-border learning opportunities;
improvement of the employability of young people
- Priority Axis IV – Improvement of institutional performance and development of efficient public administration
- Investment Priority: improvement of institutional capacities of public authorities and stakeholders as well as the efficient public authorities through advancement of cooperation in judicial and administrative subjects and the collaboration between citizens and institutions
- Specific Objective: consolidation and development of cross-border collaboration in order to support the common development
Cooperation:
At least one German partner and one Czech partner work together in one project.
Responsibility:
One partner must act as a so-called “Lead Partner” and therefore takes responsibility for the realization of the project.
Programme Area:
The programme area is firmly defined in the programme documents. Participating areas in Germany are the administrative districts of Vogtlandkreis, Zwickau, Erzgebirgskreis, Mittelsachsen, Sächsische-Schweiz Osterzgebirge, Bautzen, and Görlitz as well as the urban municipalities of Dresden and Chemnitz. In addition, the Thuringian administrative districts of Greiz and Saale-Orla also belong to the programme area. Participating areas in the Czech Republic are the districts of Karlovy Vary, Liberec and Ústí nad Labem.
Funding rate:
Up to 85% of eligible expenditures can be funded from EFRE. The other 15% have generally to be realized as co-financing.
ENTITLED TO GERMAN Applicants
- Authorities and other bodies governed by the Free State of Saxony,
- Local authorities and their institutions and associations,
- (Nonprofit) legal entities under private law and public law
- Social partner organizations that are permitted under Article 131 of the EU Financial Regulation, ie which under national law have no legal personality, provided that their representatives have the capacity to undertake legal obligations on their behalf and assume financial liability (only Prio 3 and 4)

Notes dated December 10, 2018:
- Priority 1 and 2 (civil protection or natural and cultural heritage) are closed, application is no longer possible.
- In Priority 3 (Education) all funds are already fully committed. However, it can be assumed that funds from current projects will flow back into the programme (in the form of savings and recoveries). Applications for these funds are possible.
