Summary
Zaragoza (Spain) and Dresden (Germany) aim to be climate-neutral in 2030. Both cities are currently in a quite advanced situation, participants in CoM having ambitious SECAPs on going and participating in the most relevant EU initiatives. Both cities count on with several significant previous references of innovative smart cities and communities’ projects towards sustainable city transformation like MAtchUP, RESPONSE and SENATOR.
Besides, to formalize this ambition, recently both cities have acquired several solid commitments as follow:
► Zaragoza has signed the adhesion to CitiES 2030, the Spanish 2030 Climate-Neutral cities plan.
► Dresden has created a Climate Protection Office, has joined Green City Accord with the commitment to improve the environment (air, water, biodiversity, tackle noise pollution) considering resilience and circularity.
NEUTRALPATH aims at demonstrating that PCEDs designed and implemented under participative and human-center principles are cost-effective and feasible solutions to contribute significantly to the cities’ transformation towards climate-neutrality, allowing to
speed up the process even to reach SCOPE 2 emissions reduction in 2030. Dresden (Germany) and Zaragoza (Spain), with strong experience in urban transformation projects and fully committed to be climate neutral in 2030, will demonstrate 2 PCEDs from the design to the implementation and evaluation stages acting as Lighthouse Cities. Both cities also ambition to act as front-runners of this process creating Climate-Neutral LABs conceived as Innovation Hubs with the aim of fostering faster upscaling and replicability at EU level, making three Fellow Cities (Istanbul[Turkey], Ghent [Belgium] and Vantaa [Finland]) through their own CN-Labs direct participants of the processes and later on main protagonists by means of their own PCED design and implementation. NEUTRALPATH will deliver a strong contribution to meet the EU climate targets establishing a collaboration agreement with the Cities Mission Platform focused on exchanging knowledge and experiences, as well as with the main EU initiatives as H2020 SCC Lighthouse projects and SC Marketplace or Covenant of Mayors.
Dresden addresses the design of the PCED from a different perspective. Two areas will work together sharing energy. 17 buildings, 15 residential (3 of them composing a block, 6 multifamily detached houses to be retrofitted and 6 additional to be built), 1 supermarket and a day care center compose the district. The existing urban district heating and the available 165 kWp PV facility will be complemented
with advanced actions to reach positive balance. The district heating decarbonisation using geothermal energy and waste heat, and the implementation of a low-ex branch from the district heating (decoupling a subnetwork for seasonal reduction of string temperature) together with heat pumps expanding the thermal storage capacities are the most relevant actions. Besides, the installation of new PV panels to increase the onsite electricity production and the mentioned building retrofitting actions contribute to increase the RES production onsite the district and reduce the energy demand. Dresden also addresses an ambitious action of e-mobility, with the expansion of intelligent, fast-charging infrastructure and a pilot of bidirectional charging among other actions. The annual energy balance will deliver an energy exported of 10 MWhp (primary energy units). NEUTRALPATH will address several complementary actions on a double scope. At local level (LHs and FCs) will be created a Lab (called Climate-Neutral Labs, CN-Labs) for strengthening the PCEDs impact, aligning the efforts of the public authorities and stakeholders with an extensive citizen’s participation. NEUTRALPATH proposes also to work extensively in exploring relevant strategies to integrate PCEDs in the future Climate City Contract, analysing and solving the critical aspects that can make it more upscalable and replicable. At EU level, NEUTRALPATH aims to be fully integrated in the framework of the Cities Mission establishing clustering and knowledge exchanging actions to reinforce the project and provide relevant contributions.
