THE PEER-UP PROJECT: PUBLICATIONS AND EFFICIENT USE OF RESOURCES IN UNIVERSITY KNOWLEDGE PRODUCTION
In modern innovation systems, universities undisputedly occupy a leading position in knowledge production. Germany has an unparalleled differentiation of research institutions and traditionally has a high standard of university research and teaching. The independence of the universities is essentially ensured by basic funding from public funds. The public interest is correspondingly high that universities use the available funds as efficiently as possible to perform their core tasks (research, teaching, transfer).
The aim of the project is to improve the efficiency assessment of universities by gaining insights into the advantages and disadvantages of the (technical) methods used and the suitability of publications as an output measure for scientific research. The project will present the methods of efficiency analysis, highlight their advantages and disadvantages, especially for the higher education sector, and describe the added value of methodological specifications at the current stage. At the same time, it will be examined in which form publication-oriented output measures can be included in the determination of efficiency. It will be discussed which possibilities for the (qualitative) weighting of publications are useful in the context of the efficiency assessment and to what extent structural parameters (e.g. distribution of publications across disciplines, network indicators) can be included in the efficiency assessment. Based on the results, recommendations can be made for the future inclusion of output in the efficiency analysis. In addition, the efficiency values determined for German universities represent relevant information especially for actors in science policy.
