Public procurement has reached record levels in recent years. This market position offers the opportunity to promote the use of mineral recycled materials – and thus the transition to an effective circular economy – through targeted, material-specific tenders.
Whilst numerous studies examine the technical and environmental aspects of recycling, there is as yet only limited empirical evidence regarding the decision-making and tendering behaviour of public contracting authorities. For this group of buyers, it remains unclear what specific barriers are preventing the widespread use of recycled building materials in public construction projects, and what economic incentives or regulatory measures could increase their acceptance.
This doctoral thesis therefore analyses the decision-making behaviour of this group of stakeholders and examines the barriers, concerns and economic incentives associated with the use of mineral recyclates. The aim is to identify starting points for promoting legally compliant and resource-efficient public procurement.

This thesis is aimed in particular at public contracting authorities, procurement bodies, the construction and recycling industries, as well as the academic and political communities interested in the further development of public procurement and the increased use of mineral recycled materials.
