Land and real estate management as an action-oriented component of spatial development and land policy includes all planning and development processes and also assessment and ordinal measures for using areas and facilities. For this, it uses the necessary legal instruments, economical practices and engineering scientifical methods and also governance forms and support thereby sustainable land use as well as the functionality of real estate market (Department Land and Real Estate Management of the German Geodetic Commission DGK 2015.)
The Chair of Land Management is active in three areas.
Spatial Planning
Spatial planning is understood as a systematic procedure for the framing of decision premises for future spatially relevant activities. The tasks of spatial planners include the coordination of different demands on the use of land, the promotion of equal living conditions in all subspaces and the development of integrated strategies for sustainable spatial development at all levels of government, including local (urban) planning.
Land Management
Land management provides instruments for implementing planning. It consists of a bundle of concrete measures which serve to bring the ownership, possession and usage conditions of land into line with the private and public demands on land use manifested in land use planning (spatial planning) as far as possible without any compulsion and to eliminate disruptive effects in the planning-compliant use. In combination with the development, the result is land that can be built on or used for other purposes.
Real Estate Valuation
Real estates account for a considerable proportion of public and private assets. In order to ensure an optimal economic use of real estate, it is necessary to know the value of the property as well as the goal-oriented management and development of real estates.
Property valuation has gained in importance in recent years, among other things through the conversion of tax valuations to the basis of market value or the need for reliable property values for the economy after the financial and property crisis. It includes the valuation of undeveloped land, real estate, rights and encumbrances.
