Central Research Question
What should a modern regulatory framework for the safe construction, operation, and regulatory oversight of driverless public transit systems in Europe look like?
What’s it about?
Fully automated public transit systems at Grade of Automation 4 (GoA4) are already a reality or in the planning stages in Europe. Technical safety verifications follow established CENELEC/RAMS standards such as EN 50126. The need for research therefore lies not in technical safety verification, but in the regulatory and governmental integration of such systems.
Objective of the study
• Comparison of selected European regulatory framework conditions for the construction and operation of local transit systems
• Analysis of responsibilities, approval processes, and regulatory oversight
• Benchmarking the roles and responsibilities of operators, government agencies, and independent bodies
• Derivation of a target vision for a future-proof regulatory framework
• Recommendations for action for authorities, policymakers, and operators in the context of future GoA4 systems
Possible practical component
• Expert interviews and workshops with operators, regulatory agencies, or project stakeholders
• Optional: On-site analysis at one or two European operators or systems
• Incorporation of TÜV Rheinland’s practical experience in the assessment and evaluation of innovative transportation systems

Desired Profile
We are seeking master’s students in transportation, Transport Engineering, railway engineering, railway systems engineering, mobility and transport, Industrial Engineering and Management, public management, transportation policy, as well as mechanical or electrical engineering with a focus on railways. An interest in regulation, governance, urban mobility, and European transportation systems is strongly encouraged.
