The air transport system consists of many heterogeneous subsystems that are interrelated and interconnected. These include the individual airports, airspaces, and the corresponding flight events. Through interconnectivity, changes in one subsystem could have an impact on the entire air transport system. With the help of BPRO, the potential of these spillover effects is evaluated and assessed with the help of defined evaluation parameters.

The basis of BPRO is the European air traffic network. For this purpose, the relevant airports are determined on the basis of suitable parameters, clustered and combined in a model to generate a network. With the help of flight plan data, these are linked by corresponding flights. This creates a node-edge network that enables the traffic situation to be evaluated. With the help of various scenarios, the influence of local capacity-increasing measures will be analyzed. Parameters are e.g. flight delays in the network, connection availability of transfer passengers, or traffic congestion in airspaces/at ATS waypoints.
