Optimization winter road maintenance - runway clearance
The winter in 2005/2006 showed which requirements are expected from the German airports in the area of winter road maintenance (active from 01.11. - 30.03. ) in order to sustain the air traffic in case of adverse weather conditions according to requirements after §45 LuftVZO. Moreover the airport Leipzig/Halle currently extends its flight operations areas within the scope of the south runway´s renovation. The requirements to the winter road maintenance is again increased by the included supply of the obviously enlarged apron area to DHL, together with a challenging specification of the clearing times of a runway especially in winter ( Service Level Agreement, SLA). Within the existing study a concept was developed considering technical, personnel and logistical requirements. It recapitulates requirements on the winter road maintenance, evaluates the current performance of the winter road maintenance at the airport Leipzig/Halle and deriving out of it, balances the necessary increase in performance which is necessary for the compliance of the SLA but is necessary from winter 2007/2008 on (compare to German text). Within the scope of the inventory, the current winter road maintenance procedures and with this the logistical interaction of the involved actors in accordance with the winter roads maintenance manual were analysed. The current clearing performance was quantified by means of a simulation model, which was developed within the project, for clearing the flight operation areas. At the same time this status quo calculation was used for the successful calibration of the model. Deficits within the process description were detected and recommendations for specification were submitted. A partly structural reorganisation was also recommended. Following to the inventory the necessary size of the fleet was determined that was detected as necessary for an increase of performance of the winter road maintenance.
