Thorsten Beck is Director of the Florence School of Banking and Finance and Professor of Financial Stability at the European University Institute. His research focuses on the relationship between finance and economic development, the policies that are needed to build a sound and effective financial system and the design of regulatory and bank resolution frameworks. In addition to numerous excellent academic publications, he has co-authored several policy reports on access to finance, financial systems in Africa and cross-border banking.
Lecture
Supervisory cooperation across borders has taken on increasing importance in light of the importance of global financial institutions and the experience with failure of cross-border banks during the Global Financial Crisis. Such supervisory cooperation ranges from Memoranda of Understanding over Colleges of Supervisors to supranational supervisory authorities such as the SSM in the euro area.
In this lecture he will discuss a series of papers that show (i) the supervisory bias that rises from the geographic mis-match between cross-border banks’ footprint and supervisors’ national stability focus, (ii) the trade-off between stability spill-overs and heterogeneity in national preferences, (iii) stability impact of cross-border supervisory cooperation and (iv) regulatory arbitrage possibilities arising from incomplete cooperation.
