Presentation by Dr. Markus Härtel (European Central Bank) as part of the course Financial Technology
On November 29, 2023, Dr. Markus Härtel gave the students of the Financial Technology module first insights into the current developments surrounding the digital euro. Dr. Härtel explained to the students to what extent user privacy can be protected and how the planned digital central bank currency (CBDC) combines the advantages of cash and card payments. Dr. Härtel erläuterte außerdem, dass Verkäufer von Waren oder Dienstleistungen in der EU, die bereits eine Form des digitalen Bezahlens zulassen, auch Zahlungen mit digitalem Euro akzeptieren müssen. Dr. Härtel finally addressed the role of universal banks as intermediaries between the ECB and citizens.
The Chair would like to thank Dr. Markus Härtel for his time and the current insights into the development of a CBDC at the ECB.
The lecture is part of the "Financial Technology" module taught by Prof. Hornuf for the first time at TU Dresden, in which students learn more about the influence of technological innovations on the financial services sector. Topics covered in the module include, among others:

- Robo-advice
- Social Trading
- Blockchain Technology
This semester, there will be two more guest lectures from practitioneers. Frank Reinecke from the High-Tech Gründerfond examines functioning business models in the crypto world. Roland von Horn from the Swiss private bank Julius Bear will look at, among other things, how artificial intelligence and, in particular, large language models can be used in financial consulting.
At this point, we would also like to draw your attention to two other lectures (co-)organized by the chair. On 19.12.2023 from 18:15-19:45 (HÜL S 386) Thorsten Beck from the European University Institute will give a lecture on "Cross-Border Supervisory Cooperation: A Progress Report" as part of the Bundesbank Lectures. On 05.01.2024 from 13:00-14:30 (HSZ 103/U), Iven Kurz from the digital asset manager Evergreen will give a guest lecture in the Financial Derivatives and Options module on the professional use of derivatives.
