Abstract:
The aim of the work was to design a certification system for road construction based on the evaluation system of the Federal Highway Research Institute. Its criteria were simplified in terms of structure and evaluation method and extended to include process quality criteria. The result is a certification system in the form of a criteria catalogue, which comprises a total of 24 criteria with 139 sub-criteria and one additional criterion. The criteria are divided into the main groups of ecological, economic, social/functional and technical quality as well as process quality. The certification system can be used for national new construction, replacement construction, expansion and reconstruction measures of inner-city and outer-city roads and pursues a holistic sustainability approach with equal consideration of the sustainability dimensions. The individual criteria are assessed in the form of checklists that minimise the subjective influence of the assessor and enable an absolute assessment.
