Abstract:
This paper examines the draft legislation on building type E with regard to its potential to reduce construction costs in German residential construction. In view of high material prices, regulatory complexity, and the lack of economic viability of many construction projects, the draft aims to allow for flexibility in the application of selected technical standards. The analysis of legal principles and association statements shows both broad support for the reform goal and criticism of the unclear terms and practical feasibility. In addition, a quantitative evaluation was carried out on a real new construction project, in which savings potential was calculated based on specific deviations from recognized technical rules. The results demonstrate substantial cost reduction potential, which can be verified both by theoretical cost indicators and practical cost estimates. Building type E thus proves to be a relevant but hitherto untapped opportunity for the construction industry, the realization of which will depend crucially on legally secure implementation and political will.
