Abstract:
This study analyses the construction activity statistics based on the 1999 Building Statistics Act with regard to their suitability as a contemporary source of information. The investigation reveals serious shortcomings: methodologically, the statistics are severely undermined in their function as an economic indicator by analogue reporting channels and the time-delayed reporting period concept. In terms of content, essential data on new building starts, social housing promotion and ecological aspects are missing. Concrete proposals for adjustments are developed to address these gaps. Methodologically, the study calls for the consistent digitisation of data transmission from the digital building file in accordance with the ‘once-only’ principle, as well as a switch to the event-based reporting period concept. In terms of content, the statistics will be expanded to include, among other things, high-frequency completion data, new construction methods such as serial construction, and parameters relating to accessibility, building sufficiency and the circular economy. This will transform them into a future-proof policy instrument for construction, climate and housing policy.
