Abstract:
This study examines the requirements for the location of a construction waste treatment facility and provides guidance on whether, when new waste streams arise, it is more advantageous to build a new facility or to integrate it into an existing recycling site. The study evaluates technical, legal, and infrastructural constraints, supplemented by the specific characteristics of fibrous composite materials as a new waste stream to be considered. Both options are compared using a utility analysis and validated through sensitivity analyses. The results show that site suitability is primarily determined by legal factors and that, under the assumptions made, integration is preferable provided that sufficient space is available and there are no contaminated sites. The processing of PAN-based carbon fibers is found to pose no significant issues in terms of emissions or permitting requirements. Finally, a phased evaluation framework for site selection is derived.
