This empirical study analyses the overall potential for shaping the public tendering and awarding of construction services and how public clients and construction companies assess their significance in practice. To this end, a combined methodological approach was devised in which these two study groups were surveyed in detail on the individual aspects: qualitatively by means of expert interviews and quantitatively using a questionnaire. This synthesis made it possible to identify those elements that can have a significant influence on a successful procurement process.
The revealing study results are discussed in detail. Possible success factors for procurement practice are summarised and practice-oriented tips are formulated for those involved in the tendering and awarding process. The research work intends to expand the often legally focussed topic of public procurement in a meaningful and pragmatic way.
Author
Norbert Zeglin manages an awarding office for construction and engineering services for a public client. He advises specialised departments, coordinates external parties and manages all tendering and award processes - strategically, tactically and operationally. His extensive professional experience is based on vocational training in building construction and several degree programmes in civil engineering as well as continuous further training in strategic purchasing and public procurement law.
