Managing the impacts of demographic change in the wastewater sector using scenario planning

Demographic change is challenging decision makers in urban drainage companies, especially in eastern Germany. On the one hand, they have to deal with a loss of dues and fee payers along with a considerable decline in water discharge. On the other hand, their adaptation options are limited. The urban drainage system is characterised by a long life time and strict environmental regulations. A high degree of fixed costs together with a declining population and rising fees could start a vicious circle.
The overall research question of the PhD project was: How can wastewater companies manage the impacts of demographic change? Therefore, different instruments were identified and evaluated against their possibilities to evaluate the impacts of demographic change. The dissertation was mainly focused on the possibilities and limitations of scenario planning.
As a starting point, the current status quo of the scenario literature is explored and synthesised. Even when the scenario literature is characterised by a "mythological chaos", it shows that scenario planning is an appropriate instrument for urban drainage companies facing demographic change. Based on the literature, a methodology that is adapted to the specific problem setting of the wastewater sector is developed. The proposed methodology will be used and evaluated in three case studies.
