Unlocking Ecosystem Potential: Balancing Supply and Demand in Open Government Data – A Systematic Literature Review

This paper addresses the previously strongly supply- and value-centered research on Open Government Data (OGD) and develops an integrative ecosystem perspective. Based on a systematic literature review, influencing factors on the supply and demand side are identified, interaction mechanisms are examined, and value creation potentials as well as risks are systematically synthesized. The resulting OGD ecosystem model reveals interdependencies and interactions between actors across different usage phases and provides a structured foundation for understanding and the targeted advancement of OGD initiatives.
Tool-Augmented LLMs for Rapid Data Insights: Empowering Non-Expert Users in Open Government Data Contexts

This paper investigates how non-technical users can effectively interact with OGD. Based on a Design Science Research approach, a design theory consisting of design requirements, design principles, and design features is developed and instantiated in a prototypical chatbot system. The system combines large language models with tool augmentation to automatically retrieve, analyze, visualize, and interpret OGD. The results show that tool-augmented LLMs can significantly lower interaction barriers with OGD, while challenges regarding accuracy and reliability remain. The paper thus provides prescriptive design knowledge for the development of intelligent natural language interfaces for OGD platforms.
