Kurzbeschreibung (Deutsch)
Der demografische Wandel stellt für die Entscheidungsträger in der Siedlungs-wasserwirtschaft insbesondere in Ostdeutschland eine Herausforderung dar. Auf der einen Seite müssen sie mit einem Rückgang der Gebühren- und Beitragszahler sowie einem beträchtlichen Rückgang des Abwasseranfalls umgehen. Auf der anderen Seite sind ihre Anpassungsoptionen begrenzt. Die Infrastruktur in der Siedlungswasserwirtschaft ist durch lange Lebensdauern und strenge Umweltauflagen gekennzeichnet. Ein hoher Anteil an Fixkosten birgt zudem die Gefahr, dass ein Teufelskreis aus sinkenden Einwohnerzahlen und steigenden Gebühren gestartet wird. Die Forschungsfrage der Doktorarbeit ist: Wie können Abwasserunternehmen die Auswirkungen des demografischen Wandels steuern? Dazu werden unterschiedliche Instrumente identifiziert und auf ihre Eignung hin überprüft. Der Fokus der Arbeit liegt dabei auf den Möglichkeiten und Grenzen der Szenarioplanung.rnrnIn einem ersten Schritt wurde die Literatur in diesem Bereich reflektiert. Auch wenn der Stand der Forschung durch ein „methodisches Chaos" charakterisiert ist, kann aus der Literatur eine speziell auf die Bedürfnisse der Siedlungswasserwirtschaft ausgerichtete Szenariomethode abgeleitet werden. Die vorgeschlagene Methode wird in drei Fallstudien angewendet und evaluiert.
Kurzbeschreibung (Englisch)
Demographic change is challenging decision makers in urban drainage companies, especially in East Germany. On the one hand they have to deal with a loss of dues and fee payers along with a considerable decline in water discharge. On the other hand their adaptation options are limited. The urban drainage system is characterized by a long life time and strict environmental regulations. A high degree of fixed costs together with a declining population and rising fees could start a vicious circle.rnrnThe overall research question of the PhD project is: How can wastewater companies manage the impacts of demographic change? Therefore, different instruments are identified and evaluated against their possibilities to evaluate the impacts of demographic change. The dissertation mainly focuses on the possibilities and limitations of scenario planning. rnrnAs a starting point, the current status quo of the scenario literature is explored and synthesized. Even when the scenario literature is characterized by a "mythological chaos" it shows that scenario planning is an appropriate instrument for urban drainage companies facing demographic change. Based on the literature, a methodology that is adapted to the specific problem setting of the wastewater sector is developed. The proposed methodology will be used and evaluated in three case studies.
