Der Beschaffung durch die öffentliche Hand wird ein großes Potenzial zur Förderung nachhaltigen Wirtschaftens, und damit zur Umweltentlastung, nachgesagt. Staatliche Beschaffungspolitik wird darüber hinaus oft als eine Möglichkeit gesehen, durch anreizorientierte Unterstützung das freiwillige umweltfreundliche Verhalten aller Marktteilnehmer zu erhöhen. Der Staat als Nachfrager könne so entscheidenden Einfluss am Markt für umweltfreundliche Produkte und Dienstleistungen haben.
Im Rahmen eines Forschungsprojektes „Potentiale einer nachhaltigen Beschaffung in Kommunen“ (NaBesI) wurde eine empirische Analyse in Form einer standardisierten Befragung sächsischer Kommunen durchgeführt. Dabei zeigte sich, dass die Kommunen kaum Umweltaspekte in die Beschaffung einbeziehen. Als größtes Hemmnis einer umweltfreundlichen Beschaffung wurde hier das Fehlen finanzieller Ressourcen und erst an zweiter Stelle „fehlendes Umweltwissen/Know how“ genannt. Dies steht im Gegensatz zu der Vielzahl von Initiativen, die in den letzen 20 Jahren zur umweltfreundlichen Beschaffung durchgeführt wurden. Es werden weiterhin Projekte initiiert, die neue Internetseiten, Informationen oder Handlungsempfehlungen geben sollen, obwohl die Information nicht das vorrangige Hemmnis der umweltfreundlichen Beschaffung ist.
Zudem wird immer die These vertreten, dass durch die öffentliche Beschaffung ein hohes Nachfragepotential vorhanden ist. Jedoch wird nicht näher bestimmt, wie diese Nachfrage und ihre positive oder negative Wirkung auf dem Markt analysiert werden kann. In dem Promotionsvorhaben, soll geklärt werden, wie sich eine Potentialanalyse aus marktorientierter Sicht gestaltet. Da sich im Projekt NaBesI zeigte, dass die Beschaffungsvorgänge für die einzelnen Produktgruppen sehr unterschiedlich sein können, wird angenommen, dass dies auch Auswirkungen auf die angesprochene Potentialanalyse hat. Daher wird die Potentialanalyse für die Arbeit am Beispiel Ökostrombeschaffung durchgeführt.

Public procurement have an enormous potential to support sustainable development and to relief the environment. Public procurement policy is also a possibility to give incentives to market participants for environmental friendlier behaviour. The state as demanding actor on the market could have as well influence on the market of green products and services.
Within the research project "Potentiale einer nachhaltigen Beschaffung in Kommunen [Potentials of a Sustainable Procurement and Instruments for Implementation] (NaBesI) the researchers realized an empirical survey in Saxon municipalities by using a standardized questionnaire. Results shown that the municipalities barely integrate environmental aspects in procurement decision. As most important obstacles the lack of financial resources and, on second position, "lack of environmental knowledge/know how were mentioned. That is contrary to the fact that a lot of initiatives in green procurement, which have been developed in the last 20 years. New projects with web sites, information and proceedings on green public procurement will be initiated although information is not the most important obstacle.
Furthermore researchers and practitioners argue that public procurement has an enormous demanding potential. But it is not concretised how this demand and its positive and negative impact on the market could be analysed.
The project will explain how an analysis of potentials from a market based view have to be designed.
