Announcement for participation in a competition for Czech-Saxon collaborative R&D projects
With this call for proposals, the Free State of Saxony intends to select and fund Czech-Saxon collaborative R&D projects.
The collaborative R&D projects conducted by Czech and Saxon partners are intended to strengthen the internationalization and thus the innovative strength and competitiveness of Saxon companies by means of cross-border cooperation.
The funding serves to support the implementation of the Innovation Strategy of the Free State of Saxony and strives for the most effective exploitation of innovation potential.
Czech-Saxon R&D projects beginning at the earliest on January 1, 2024, with a project term of up to 24 months are eligible for funding. For this call, the Saxon State Ministry of Economics, Labor and Transport calculates a total funding budget of up to EUR 5,000,000.
The proposed R&D projects for this current call for proposals must address the following topic:
Intelligent, safe, sustainable and resilient mobility and transport systems for people and goods
R&D projects on the following topics in particular are especially encouraged to participate in this funding call:
- Technologies and systems for cooperative, connected and automated mobility (CCAM)
- Physical and digital infrastructure to support CCAM
- Safe, efficient and multimodal transport
- Sustainable and climate-neutral mobility
- Mobility as a Service solutions
- Solutions for data access, data management and data exchange.
Small and medium-sized enterprises (SMEs) active in the commercial sector with business premises in the Free State of Saxony can receive funding, and, in collaboration1 with these, large companies2 active in the commercial sector with business premises in the Free State of Saxony and research institutions in the Free State of Saxony. At least one company with their registered office or business premises located in Czechia as well as at least one SME with their registered office or business premises located in the Free State of Saxony must be involved in the project.
The Czech part of the project is funded in accordance with the guidelines of the Technology Agency of the Czech Republic. The Saxon part of the project is funded in accordance with the R&D collaborative project of the ERDF/JTF Technology Funding Line 2021-2027. If the project is selected and approved, the grant will cover 90 percent of the eligible expenses. Personnel expenses/costs that are already covered by public budgets as well as own contributions are not eligible. The own contributions must therefore be made in cash. Since personnel expenses are subsidized as a lump sum that is generally lower than the actual costs incurred, further funds are required to cover shortfalls in personnel expenses in addition to the above-mentioned own contributions. A forecast for these costs is provided during the application process.
Before the grant is approved, applicants must first must enter into a competition. This does not automatically qualify the applicants for funding.
Applications shall be submitted in a two-stage procedure. In the first stage, applicants submit a project idea with a project description according to the structure set out in SAB form, together with a joint English-language description of the project written by the Czech and Saxon project partners - Common Proposal. The Common Proposal must be signed by all partners. The project ideas as well as the Common Proposal will be submitted as PDF files in a legally binding manner exclusively by the EPC via TU Dresden's access to the SAB funding portal by July 19th, 2023 at the latest.
The submitted project proposals will be assessed according to the following criteria:
- Compatibility of the project idea with the objectives and main focuses of the ERDF/JTF program of the Free State of Saxony for the funding period 2021–2027 and the 2020 Saxon Innovation Strategy
- Quality of the description of the issue and the proposed solutions in relation to the current state of the art for technology (degree of innovation)
- Projects with above-average research and technical risk
- Competencies of the applicants
- Contribution to elevating the innovative capacity and competitiveness of Saxon companies
- Contribution to improving environmental conditions
- Statements on the planned development’s potential for use (market analysis, expected economic output from project results)
The Saxon State Ministry of Economics, Labor and Transport and SAB will make a decision on the applications in consultation with the Technology Agency of the Czech Republic by November 2023. The interested parties will be notified in writing of the selection result.
