Two ongoing EU consultations provide the research community with an opportunity to contribute its experience and perspectives to important future policy and regulatory frameworks.
EU Dual-Use Regulation: Evaluation Consultation
The European Commission is reviewing the EU Dual-Use Regulation (2021/821), which governs the export of goods and technologies that can have both civilian and military applications. Research organisations and other research stakeholders are explicitly invited to participate.
The consultation seeks, in particular, input on experiences with administrative burdens, opportunities for simplification, and potential areas for adjustment.

“Do No Significant Harm”: New Guidelines in Preparation
The European Commission has launched a public consultation on the future application of the “Do No Significant Harm” (DNSH) principle in the EU budget for 2028–2034.
The aim is to develop a common guidance document that makes the application of the principle across EU programmes, including Horizon Europe, clearer, more predictable, and more practical.
The future guidelines are also expected to influence the implementation and assessment of research and innovation projects, including those potentially funded under FP10.
Deadline for contributions: 16 September 2026
