Security-relevant research at TUD

TUD Dresden University of Technology ranks among Germany’s most research-intensive and innovative universities. As a University of Excellence, it is committed to scientific curiosity and progress as well as to the responsible development of technologies and knowledge. Particularly in the context of security-relevant research, it is vital to approach excellent science with an awareness of potential risks and societal impacts.
Position paper on security-relevant research
In its position paper on security-relevant research, TUD defines its stance and institutional mission in this area and commits to a proactive and transparent approach to research projects that involve dual-use applications, ethical dilemmas, or potential security risks. Research should enjoy freedom – at the same time, potential risks to people, society, and the environment must be identified early and ultimately minimized.
TUD’s position paper was developed through a participatory process involving members from all status groups and was adopted by a large majority in the Senate. It defines fundamental principles for handling research that raises security issues. It serves as a guide for researchers and clarifies the university’s expectations regarding responsible research practices. It emphasizes the following key areas:
- Academic freedom as a cornerstone: TUD is an ardent advocate for academic freedom – though always in accordance with both legal and ethical framework conditions.
- Risk awareness and prevention: Researchers are encouraged to identify and assess potential risks associated with their work at an early stage.
- Transparency and dialogue: To coordinate activities, TUD is establishing a networking platform for security-relevant research – serving as a central hub for information, guidance, and exchange.
- Compliance and legal security: Compliance with national and international regulations (e.g., export control laws) is mandatory.
In conjunction with the position paper, TUD is hosting the lecture series "Security-Relevant Research." Following the opening lecture by Herfried Münkler, the series will continue in the 2026/27 winter semester.
Export control in research
Universities must ensure that sensitive knowledge and technologies are not misused. As an internationally-oriented research university, TUD is subject to strict national and European export control regulations – particularly with regard to so-called dual-use goods, which can be used for both civilian and military purposes. Our export control measures in research are designed to prevent misuse. This involves supporting our researchers with comprehensive measures and guidance.
The Committee for Responsibility in Science (KVW)
To support researchers in assessing and addressing security-relevant issues, TUD has established the Committee for Responsibility in Science (KVW). The KVW supports researchers by providing advice and evaluating ethical and legal aspects of security-relevant issues, and makes recommendations. A key tool of the Committee are the guidelines for balancing academic freedom and research risks.
The KVW is available to all TUD members as a point of contact for questions, uncertainties, or specific consultation needs. Through its work, the Committee helps ensure that research at TUD is not only excellent but also conducted in a responsible way.
By taking a clear stance on security-relevant research and establishing support structures such as the KVW, TUD is setting an example for responsible science in geopolitically challenging times.
