- Human rights are commonly classified into civil, political, economic, social, and cultural rights. A wide range of theoretical approaches has been developed to explain why the protection and promotion of human rights are considered central to processes of transnational justice and democratic governance. At the same time, these approaches seek to account for the persistent gaps between the normative promise of human rights and their uneven implementation in practice.
The doctrine of human rights has also generated substantial critical debate. Feminist, postcolonial, and queer scholars, among others, have questioned the transformative and emancipatory potential of the human rights project. Their critiques highlight how the universalist claims embedded in human rights discourse can, in certain contexts, legitimize political exclusion, reinforce existing power hierarchies, or even enable forms of oppression.
This seminar examines both the theoretical foundations of human rights and the major strands of critique directed at them. By engaging with diverse perspectives, the seminar invites students to reflect on the possibilities and limits of human rights as a framework for justice and political transformation, and to consider calls for rethinking some of the field’s underlying assumptions. - Assignments

- This seminar aims to introduce participants to the foundations of qualitative research in the social sciences (with a focus on the disciplines of International Relations, International Political Economy, and Political Science) and to prepare them for engaging in independent academic research. The seminar is guided by a pluralist understanding of qualitative research that includes both positivist (i.e. studying causality) and interpretivist (i.e. studying the constitution of meaning) methodologies. The strengths and limitations of these methodologies will be explored in open in-class discussions. Participants will be introduced to a variety of methods for data collection (e.g. interviewing, ethnographic research, archival research) and analysis (e.g. congruence method, content analysis, discourse analysis). Special attention will be given to providing guidelines for developing coherent research designs that align the logic of inference with the employed methods for data collection and analysis. In addition to discussing the fundamentals of qualitative research, participants will be exposed to practical how-to questions that are essential for producing high-quality research output on the BA and MA levels (e.g. research question, literature review). The separate blocks in the seminar structure build on each other, therefore the successful attainment of the learning objectives is dependent on regular attendance and active participation. The seminar relies extensively on interactive discussions that aim to unpack pre-assigned readings and to address challenges identified by the participants. The language of instruction is English.

- Das Seminar untersucht die zunehmende Transnationalisierung von Rechtsaußen-Akteuren. Dabei diskutieren wir sowohl Parteipolitik als auch soziale Bewegungen und andere außerparlamentarische Gruppierungen und Zirkeln. Das Seminar gliedert sich in drei Teile: Im ersten Teil („Ideologie“) analysieren wir den Wandel des klassischen Nativismus hin zu zivilisatorischen bzw. „europäischen“ Selbstverständnissen und wie gemeinsame Feindbilder globale ideologische Brücken schlagen. Im zweiten Teil („Praxis“) stehen transnationale Verflechtungen im Zentrum, etwa im Europäischen Parlament, bei Protestwellen, internationalen Kampagnen und der Diffusion von Labels. Im dritten Teil („Digitalisierung“) analysieren wir die Rolle digitaler Öffentlichkeiten, sozialer Medien und Plattformen für die internationale Vernetzung von Rechtsaußen-Akteuren. Im gesamten Seminar fragen wir nach der Stärke dieser transnationalen Netzwerke und inwiefern nationale Kontexte weiterhin handlungsleitend sind, und transnationale Angleichungen begrenzen. Das Seminar richtet sich an Studierende der Politikwissenschaft und angrenzender Fächer, die sich empirisch-analytisch mit einer zentralen Frage an der Schnittstelle zwischen vergleichender Politikwissenschaft und internationaler Politik befassen möchten.

- Short description:
This course introduces the core principles, rules, and institutions that govern the international economic order. It surveys the principal domains of international economic law (IEL), including the law of the World Trade Organization (WTO), international investment law, regional economic integration, international monetary law, and the regulation of international financial markets. Students will also engage with the contested history of IEL, major debates of the political economy of IEL, and its intersections with human rights, environmental protection, and law and development.
Structure:
§ 1 Introduction
(What is IEL, orthodox, heterodox and postcolonial history of IEL, trade theories, goals, functions and principles of IEL, relationship between Public International Law and IEL)
§ 2 Actors and Legal Sources
(International organisations, regional organisations, private actors, sources of IEL)

Kontestation, Backlash und die Zukunft globaler Zusammenarbeit
Die globale Ordnung befindet sich in einer tiefgreifenden Transformationsphase. Machtverschiebungen, autoritäre Gegenbewegungen, neoimperiale Bestrebungen und technologische Disruption prägen die gegenwärtige Entwicklungen. Diese Umbrüche stellen internationale Organisationen (IO) vor grundlegende Herausforderungen. Die zunehmende Verwischung der Grenzen zwischen innerstaatlicher und internationaler Politik erzeugt komplexe Wechselwirkungen, die sowohl die Funktionsfähigkeit als auch die Legitimität internationaler Institutionen beeinflussen. Daraus ergeben sich drängende Zukunftsfragen: Für wen und mit welchem Auftrag sollen internationale Organisationen handeln? Wie können Institutionen Interessenkonflikte zwischen Staaten und nichtstaatlichen Akteuren überbrücken, Kooperation ermöglichen oder Konflikte moderieren? Sind sie (noch) in der Lage, globale Probleme wie Klimawandel, Pandemien oder Sicherheitskrisen effektiv zu bewältigen? Wer repräsentiert wen--und wie demokratisch sind ihre Entscheidungsprozesse? Wie ist nationale Souveränität mit globaler Governance vereinbar? Vor diesem Hintergrund zielt das Einführungsseminar auf eine kritische Auseinandersetzung mit den theoretischen Grundlagen, historischen Entwicklungslinien und aktuellen Dynamiken internationaler Organisationen. Im Mittelpunkt stehen die Kontestation liberaler Ordnungsprinzipien, die Anpassungsstrategien internationaler Organisationen sowie der Nexus zwischen Innen- und Außenpolitik. Zugleich wird die Zukunft globaler Zusammenarbeit selbst zum analytischen Spannungsfeld: Bewegen wir uns auf eine Phase postliberaler Fragmentierung und machtpolitischer Blockbildung zu—oder entstehen in der Polykrise neue Formen institutioneller Kooperation und normativer (Un-)Ordnung im 21. Jahrhundert?

- Mit dem Rückzug der USA aus der Weltgesundheitsorganisation und anderen internationalen Organisationen und Institutionen steht die globale Ordnung vor der grundlegenden Frage: Wie kann sie sich neu ordnen und die Lücke schließen, die dieses, gerade für die globale Gesundheitspolitik betrachtet, Geberland hinterlassen hat? Wie hat sich die Struktur und Komplexität von internationalen Institutionen in den vergangenen Jahren und Jahrzehnten im Allgemeinen verändert? Welche Ereignisse (exogen und endogen) haben den Diskurs bestimmt und welche wurden eher marginalisiert? Und was meinen wir überhaupt, wenn wir von internationalen Institutionen, internationalen Organisationen, Konflikten, Konsolidierung und Transformation sprechen?
Dieses Einführungsseminar nähert sich dem Thema der internationalen Institutionen aus der Perspektive der globalen Gesundheitspolitik an, indem es gleichermaßen eine tiefgründige Studie von Fachliteratur zu Theorie und Historie sowie eine selbstständige kritische Auseinandersetzung mit aktuellen Diskursen bietet. Diese gegenwärtigen Herausforderungen umfassen zusätzlich die zunehmende Instrumentalisierung von Pandemien/Epidemien von populistischen Führer:innen und Parteien, die wachsende Dominanz von privaten Akteuren in der globalen Gesundheitspolitik und die 'Blockbildung' innerhalb der Weltgesundheitsorganisation. Ziel ist es, Studierende zu befähigen, ihr erworbenes Wissen zu internationalen Institutionen in kleinen Gruppenprojekten anzuwenden und sich dabei eingehender mit der Diskursanalyse vertraut zu machen.
