• 3:00 PM: Soziokulturelle und semiotische Aspekte der Protestdiskurse nach den Präsidentschaftswahlen in Belarus im Jahr 2020. – Aleksander Kiklewicz (Olsztyn)

Der Beitrag konzentriert sich auf die soziokulturellen und semiotischen Aspekte der Protestbewegung, die durch die Manipulation der Präsidentschaftswahlen in Weißrussland im August 2020 ausgelöst wurde. Die Massendemonstrationen mit symbolischen Elementen (wie Plakate, Slogans, Ausrufezeichen, Performances, Posts in sozialen Netzwerken im Internet u.a.) werden als eine Art öffentlicher Diskurs behandelt. Eine systematische Beschreibung dieses Phänomens ist Gegenstand der wissenschaftlichen Forschung im Rahmen des Projekts, das von einem Forschungsteam unter der Leitung von Professor Aleksander Kiklewicz von der Universität Ermland und Masuren in Olsztyn in Jahren 2021-2023 durchgeführt wird. Die Analysen basieren auf einem kohärenten Diskurskonzept, das mehrere Parameter wie Semantik, Form und Struktur, pragmatische Funktion, Kanalisierung und Mediatisierung sowie (kognitiver, sozialer und begleitender) Kontext berücksichtigt. Der Beitrag stellt kurz die Besonderheiten und die charakteristischsten Merkmale der Protestbewegung in Belarus vor: 1) Ablehnung von Stereotypen (insbesondere des Stereotyps der Toleranz, blr. pamjarkoŭnasʹcʹ); 2) belarussische Protesttradition; 3) historische und geopolitische Faktoren der belarussischen Protestbewegung; 4) diskursive Systeme; 5) Karnevalisation. Die charakteristischsten Formen sprachlicher Kreativität in Plakattexten und im Internet werden auch präsentiert.

• 3:45 PM:: Feminität und nationale Identität. Der Fall Belarus. – Marina Scharlaj (Dresden)

Der Vortrag geht dem Zusammenhang von gender- und nationalen Identitätskonstruktionen nach und fragt genauer danach, wie die traditionelle Genderordnung auf andere Formen der Identitätsbildung projiziert wird. Im Mittelpunkt steht die metaphorische Konzeptualisierung der belarussischen Nation als Frau, welche in literarischen, publizistischen, populär-medialen Texten und nicht zuletzt auch im politischen Diskurs erfolgt. Bereits das Femininum Belarus enthält zahlreiche Entwürfe der nationalen Identität und lädt geradezu ein, es als eine Frau zu personifizieren. In das nationale Leidensnarrativ passt etwa die Allegorie einer Frau und Mutter, die schwach ist, immer wieder fremdgeht oder von starken Männern (wie etwa dem eigenen Vater, bel. Bac'ka) misshandelt wird. Dem gegenüber steht in den diskursiven Identitätskonstruktionen das apologetische Madonnenbildnis entgegen; und die neusten Entwicklungen führen zur Umwertung des traditionellen Bildes von Belarus hin zu einer kämpferischen weiblichen Figur. Entlang dieser und ähnlicher Beispiele aus der Geschichte und Gegenwart zeigt der Vortrag die Diskursführung über das Belarussische und Belarus auf und erläutert anhand von Metaphoriken die aktuelle kulturelle und gesellschaftlich-politische Lage im Land.

• 5:15 PM: Ideologies are Back. The Securitization of Power in Russia, Belarus, and Poland. – Ulrich Schmid (University of St. Gallen)

Many commentators accuse the populist and authoritarian regimes in Russia, Belarus and Poland of machiavellistic politics. According to these voices, the only goal of these governments consists in the securitization of the status quo. Thay may well be the case. However, these governments are not able to survive without a legitimizing narrative. In all three cases, a cultural theory serves as the ideological background. In Russia, the political leadership embraces Samuel Huntington's theory about the clash of civilizations. Russia is seen as a „unique civilization“ with its own values and interests that do not coincide with the preferences of Western liberalism. In Belarus, the ideologists apply a neo-leninist theory of political decisionmaking that is not based on democratic choices but on the advanced insights of the leadership. In Poland, we observe a Neo-Thomist approach. The government claims to represent a „change towards the good“ which is essentially based on religious values. In Russia, Belarus and Poland, the current system of power uses ideological narratives for its own securitization.

Survival of the Lukashenka regime depends on a constellation of external rather than internal factors. This means that the externally organized Belarusian democratic movement has a high chance of preventing Lukashenka from effective balancing between the West and Russia. However, as long as Lukashenka maintains Russia’s backing and the West is unwilling to engage Putin and his protégé in a frontal confrontation, the West’s power to curb Lukashenka will remain limited. Although the external pressure is key, domestic civil society has a major role to play = sending a signal to all allies that the people do not tolerate authoritarianism and expect external assistance.

The current escalation in Belarus-EU relations (the sanctions-countersanctions spiral) is destroying the very fabric of the relations and will have grave repercussions for the internal situation in Belarus, the EU's regional interests (and the recently announced geopolitical ambition), Belarusian sovereignty, and regional security in Eastern Europe;

Unless the sides find a way to tame the escalatory spiral, there will inevitably be numerous unintended consequences that will be impossible to reverse in the future under any new leadership in Belarus, which will at some point replace the incumbent;

All this looks even more alarming given that the escalation is taking place against the background of a major structural shift in the system of international relations.

The Belarusian government is at odds with both „Europes“. It is not a member of the Council of Europe and it has recently ended its cooperation in the Eastern Partnership of the EU. At the same time, many Belarusian citizens hold Schengen visas, they provide valuable services to European companies. It seems that the continuation of the Soviet experiment under post Soviet conditions has reached a stage which Marx would describe as „antagonism“. The state itself is being forced into a Stalinist kind of repression of its own people which will be difficult to continue in the foreseeable future.

The EU-Belarus relations could serve as a case study on how the EU applied virtually any possible strategy in dealing with the autocratic regime. During 26 years of Aliaksandr Lukashenka’s presidency, the EU imposed sanctions, extended support to the civil society, and made several attempts of rapprochement, giving the official Minsk the credit of trust regarding liberalization and offering technical assistance to modernize Belarusian institutions. In the past years, during yet another cycle of rapprochement since 2015, it was almost a mauvais ton to bring up the criticism of the Lukashenka regime in the public discussion with European politicians—rather, a commonly acceptable narrative was that there is a progress in mutual understanding between Minsk and Brussels.The EU tended to emphasize areas of common ground, such as cooperation on non-politically sensitive subjects, including technical assistance within the Eastern Partnership framework. The post-electoral crisis 2020 set the EU-Belarus relations back to square one, crossing out the achievements of the past years and estranging the Western foreign policy vector of the official Minsk.

Die belarussische (oder weißrussische) Sprache gehört zu einer der drei ostslawischen Sprachen. Unsere Reise durch das „Sprachlabor Belarus“ beginnt mit einer  Auseinandersetzung mit dem belarussischen Alphabet beginnen. Hier widmen wir uns dem Ursprung, der Struktur, sowie den lautlichen Besonderheiten des belarussischen Alphabets. Belarussisch ist neben dem Russischen eine der Amtssprachen in Belarus. Was sprechen aber die meisten Belaruss:innen? Belarussisch (Weißrussisch), Russisch oder „Trassjanka“? Auf diese Frage und auch auf den aktuellen Status der belarussischen Sprache wird im zweiten Teil unserer Reise durch das „Sprachlabor Belarus“ eingegangen.

How do you take political and economic decisions? This simulation game invites German, Belarus­ian, and international students to participate in a fictional story in which the last queen declares the participantsto representatives of different interest groups. Suddenly, you are in the role to discuss the issues of petitioners, make decisions about war and peace, and handle other problems that arise. Are you ready to decide?

• 6:00 PM: Diaspora-Arbeit in Deutschland: Aufbruch und Wandel für ein neues Belarus. – Katja Rumiantseva (Razam e.V.) und Marina Zumstein (Kulturverein Belarus e.V.)

Die Ereignisse des vergangenen Jahres 2020 haben nicht nur in den Menschen in Belarus ein neues Selbst- und Gemeinschaftsbewusstsein erweckt. In der ganzen Welt, wie auch in Deutschland schlossen sich Belarus:innen zu Solidaritätsmärschen und Kundgebungen zusammen. „Wir lernten uns im Sommer 2020 kennen“ ist zu einem geflügelten Wort geworden, denn die meisten im Ausland lebenden Belarus:innen begegneten sich zum ersten Mal. Die Frage nach der Verbalisierung und der Reflexion der eigenen Herkunft und Geschichte, sowie der Vereinbarkeit mit der eigentlichen Lebenswirklichkeit in demokratischen und rechtsstaatlichen Ländern, ließ neue Diaspora-Netzwerke entstehen.

Diaspora spielt eine wichtige Rolle bei der Unterstützung der pro-demokratischen Bewegung in Belarus: Aktivist:innen initiieren Fundraising-Kampagnen für Opfer der Staatsgewalt, erschaffen und stärken den kulturellen und zivilgesellschaftlichen Austausch, sie halten Belarus hoch auf der medialen Agenda und tauschen sich regelmäßig mit europäischen Politiker:innen und der Zivilgesellschaft zu Belarus aus. Vor allem aber vereinen sie nicht nur Belarus:innen, sondern all diejenigen, welche Belarus in dessen kulturellen und gesellschaftlichen Gesamtheit erkennen.  

Das gemeinsame Ziel lautet: Belarus sichtbar machen!

• 1:00 – 4:00 PM: Simulation Game II  – Utopia | for Students

Imagine a world in which a virus killed nearly all of humanity. After hiding in an underground bunker for years, you decide to open the door and go outside. You find further survivors and several questions arise: How do you as survivors go on? Do you need rules? A leader? One thing is clear: Many basic needs of different people need to be ensured. You need to discuss and find out which needs that are and what else is important. All German, Belarusian, and international students are invited to participate in this simulation game.
