FAQs concerning energy saving measures

Due to the tense situation on the energy market, the German government has issued the Ordinance on Securing the Energy Supply through Rapid Impact Measures (EnSikuMaV). This ordinance regulates measures to save energy within public buildings for a period of six months from 01 September 2022 to 28 February 2023. Details of the implementation at TU Dresden are regulated by circular D4/3/2022

In rented buildings (e.g. Falkenbrunnen, Bamberger Str. 1 and 7, Ludwig-Ermold-Str. 3, Budapester Str. 34b, Fetscherstr. 29), in which only a part of the space is used by TU Dresden, the landlords may not be able to implement the current regulations on reduced room temperatures. However, you can make your contribution to saving energy here as well by lowering the temperature in the rooms yourself in accordance with the specifications.
Temporary lower temperatures are possible at the start of the heating season, as the heating systems still have to be regulated or adjusted. If the temperature falls below 19 degrees, please report this using the web form of Directorate 4 (subject area: "Energy Saving/ Building Technology/ Times of Use/ Technical Control Center). In the unrenovated buildings of TU Dresden, some radiators/heating pipes are still connected to the building heating circuits in an unregulated manner. Not heating certain areas (e.g. stairwells, corridors, common areas) as provided for in the ordinance is envisaged, but may not be fully implementable for technical reasons. In order to protect the integrity of building, frost protection must be ensured at all times.
At night and on weekends, the temperature is reduced by 2 degrees (in offices generally between 4:30 p.m. and 6:00 a.m.).
The measures and room temperatures stipulated in the Energy Saving Ordinance are the result of a crisis situation on the energy market and pose enormous challenges for our society and the working environment at TU Dresden. One thing is clear: Even home remedies for cold , such as hot drinks, exercise and warmer clothing and shoes, blankets or hot water bottles help only to a limited extent in colder temperatures and stationary work. In addition, everybody has a different temperature sensation. In the current situation, there is no ideal solution here. If the reduced temperatures are too much of a burden for you, please first contact your supervisor to see whether modified organizational arrangements are possible (e.g. mobile working, relocation of the workplace to other rooms).

According to the Energy Saving Ordinance (EnSikuMaV, §7), there is no switch-off here if the hot water is required for hygienic reasons. In WCs where the hot water is mainly used for washing hands, the hot water should be switched off.
According to Circular D4/3/2022 and the Energy Saving Ordinance, it is not permitted to heat workrooms in public buildings with additional mobile heating devices. This is to counteract increased consumption of electrical energy. The ban also serves to prevent overloading of the power grid and is due not least to safety-related aspects of hazard prevention.
