Abstract:
This paper examines how BIM services can be integrated into the HOAI fee structure. The starting point is a twofold lack of clarity: it is not clear which model-based activities are covered by the basic services, nor is there a sound basis for calculating the portion to be remunerated separately. Ten reference countries are analysed using a standardised framework. The transfer approaches derived from this are assessed against a legal pre-filter and five criteria, and examined in five guided expert interviews. Based on the validated rates, a proposal for the remuneration of BIM services within the HOAI 202X is developed, which defines the scope of remunerable work, classifies the services under ‘basic services’ and ‘special services’, and locates them within the service phases. It provides a structure rather than specific values, as the necessary data on the time and effort involved has not yet been collected.
