Abstract:
This thesis examines the tension between new-build activity and structural housing vacancy rates in Germany and develops an Excel-based decision matrix designed to assist investors, housing cooperatives and local authorities in the early planning stages when choosing between refurbishment and new-build projects. Based on an analysis of political, economic, demographic and environmental factors, sixteen evaluation criteria are derived for each option and consolidated into a utility analysis, which is supplemented by a pre-filter and an approximation method for missing project data. The weighting of the evaluation criteria is based on the DGNB certification system. The illustrative application to two completed projects by EWG Dresden in Gorbitz shows that the matrix provides a plausible recommendation where existing buildings are present, but encounters methodological limitations where no existing stock is available. The matrix is suitable as a structured guide, but does not replace a site-specific economic viability or feasibility analysis.
