Abstract
In order to optimize the management of the floods in the department of Valle del Cauca
several measures were proposed and evaluated. These measures intend to give back space
to the river and generate a better coexistence with the floods. The considered measures
were the relocation of dykes of the Cauca River, the construction of double dykes, the
construction of reservoirs in the rivers Timba, Riofrio and Bugalagrande, the implementation
of polders and the construction of parallel channels to the Cauca River. Eleven different
scenarios were proposed. Some of these scenarios consider the implementation of
individual measures and others the combination of two or more of these measures with the
aim of increasing the potential benefits. The impact of the proposed measures in the
hydrodynamics of the floods of the Cauca River was established through numerical
simulations, which were done using a one-dimensional mathematical model calibrated in
this research. This mathematical model was built using the software MIKE 11 and was
implemented between the hydrometric stations La Balsa and La Virginia.
The selection of the measures that would generate the greatest benefits was done through
the evaluation of technical, environmental, economic and social aspects. According to the
obtained results, the scenario that considers simultaneously the relocation of dykes to 60
meters from the banks of the Cauca River, the construction of reservoirs in the rivers Timba,
Riofrio and Bugalagrande and the construction of five polders in the floodplain would allow
to do the most proper management of the floods of the Cauca River.
