Start your application
Please go to our online application portal during the application period. You will find the link to the portal in the course descriptions for the upcoming courses. After registering with a valid email address, you can log in and start the application process. You will be guided through the following steps:
- Personal information
- Please upload a portrait photo of yourself in image format (max. 5 MB). If selected, your photo will be featured in the official participant list shared with facilitators and published on our website.
- Educational record
- A certified copy of your last university degree, including mark sheet/ transcript of records (as one PDF file)
- Further university certificates (as one PDF file)
- Professional experience
- Endorsement by organization
- Organizational chart indicating your present position in your institution (PDF file; you can find the organization chart of the German Environment Agency (UBA) as an example here). If your organization lacks an official chart, create a simple version showing its structure and your position. Include key departments, your direct supervisor, and any team members you oversee. A basic sketch or digital version is sufficient.
- A scan of the “official nomination” form signed by your nominating institution. You will find the link to the nomination form in the application portal both on the overview page after selecting the course for which you would like to apply and during the application in the data mask of the Endorsement by organization section.
- Letter of Support from your home institution (as one PDF file)
- International experience & proficiency in the English language
- Latest English test results, unless you are a native speaker, English is an official language in your country, or your academic education was in English (as one PDF file).
If English is your native language, please write and upload a short signed statement instead. If English has been the language of instruction for at least six months during your tertiary education, please upload proof of this.

- Motivation
- Country-specific questions: In this part, please describe your countries' situation with respect to the course topic and how you and your institutions are involved.
- Please note: Use your own words to answer the questions in the application. Cases of copy and paste will usually be noticed and, depending on the extent will lead to a downgrading or disqualification of the application.
- Important: Applicants should apply for only one course. In fact, applying for several courses (at the same time) could considerably reduce your chances of being selected, especially when applications are similar to one another. This means that questions in this section must be answered differently and accordingly for each course application.
- Medical statement
- When applying for a short course: Choice of scholarship type
- 16 full scholarships: They include accommodation in single studio apartments, local public transport tickets, all tuition fees, round-trip flight tickets from the participant's country of origin to Dresden and back, insurance, and a contribution of €550.
- Five partial scholarships: They include accommodation in single studio apartments, local public transport tickets, and all tuition fees. These scholarships can be awarded to applicants who are able to cover the costs of flight tickets, insurance, and living expenses on their own.
For these partial fellowships, however, applicants who currently reside in a non-DAC country are also eligible if their origin and (prospective) area of professional engagement is in a DAC country.
- Submission
If you have completed the submission of your application, you can be sure your application will be fully considered. You will also receive a confirmation email. CIPSEM might ask shortlisted candidates for additional information.
CIPSEM informs only successful applicants via email. However, you can always check your application's status by logging in to the application portal. We kindly ask you to refrain from contacting us for further inquiries. Due to the large number of applications, we unfortunately cannot provide detailed feedback on individual applications.
