Working title: Digital Twins: Infrastructures of Environmental Governance and Decision-Making

Abstract

This dissertation thesis is concerned with the risks associated with climate change and the resulting need for decision-making, which increasingly seems to call for predictive solutions. In response to environmental risks and sustainability goals, the environment is progressively governed and mediated through digital data infrastructures. Yet communication and media studies are only beginning to examine how such technological systems fundamentally reshape environmental decision-making beyond the analysis of media content or discourse.

This thesis addresses this gap by investigating digital twins as crucial media infrastructures that mediate environmental processes. It examines German urban digital twins as well as the European initiative Destination Earth, and explores what kinds of environmental knowledge and action become thinkable through these systems. It analyzes how municipalities frame digital twins, which environmental problems they seek to address, and how practices of data integration and simulation structure forms of decision-making. Furthermore, the study traces the sociotechnical imaginaries and discourses surrounding these case studies in order to better understand the drivers behind digital twinning, their entanglement with concepts such as resilience, and the ways in which they shape environmental governance and decision-making.
