ATLAS is a transdisciplinary project funded by the German Federal Ministry of Education and Research (BMBF) with the goal of application-oriented design, development and implementation of infrastructure software as the basis for a secure and privacy-friendly data trustee for municipal data.
The project network consists of university and practical partners from the fields of cryptography, data protection and data security, and data exchange.
On the scientific side, the project consists of the DSI with our research focus on data protection and distribution systems, as well as the Hasso Plattner Institute (HPI) which contributes preliminary work in the field of cryptographic pseudonym systems.
On the practical side, KIProtect, SINE e.V., Polyteia, and the Rhine-Neckar Regional Association are part of the project.
KIProtect is a company that develops software products in the field of data protection and data security using differential privacy and cryptographic pseudonymization.
SINE e.V. works in the field of standardization of data exchange of separated data.
Polyteia offers software products which allow to link sensitive data sources and to gain knowledge from them.
The Rhine-Neckar Regional Association, as an association of different municipalities, can formulate use cases from practice and test and evaluate implemented solutions.
Germany's decentralized system of government and administration and stringent legal data protection requirements often limit efficient decision-making.
Here, the project aims to fill a gap and explore how data-driven decision-making (at the municipal level) can be achieved despite high levels of data protection.
This can be achieved by establishing a so-called data fiduciary. This means the creation of an institution that brings together data in a fiduciary capacity to make it available for analysis purposes.
Within the scope of the project, a fiduciary will be conceptualized and developed, which will establish a high and guaranteed level of protection by means of cryptographic security procedures, analyses and procedure models, and other technical protection measures.
Within the ATLAS project, our department analyzes, assesses and evaluates pseudonymization procedures with respect to guaranteed privacy.
