Water Scarcity and Salinization: How to Manage a Scarce Resource
In order to prepare for the post-2030 process, the first panel “Consequences of Water Scarcity and Salinization” will focus on economic questions. It will start from the observation that water is a scarce resource. Climate change will change the local water supply in different directions. While some areas get more humid, others will face droughts more frequently. In addition, the rise in the sea level brings more seawater to coastal regions and into rivers, negatively affecting agricultural productivity. The panel aims to discuss the negative impact of water scarcity and salinization on societies and discusses effective instruments to adapt to the change in water availability and quality.

The second panel “The Political Determinants of SDG 6: Water (Access) Governance through Effective and Accountable (Global) Programmes and Initiatives” will address access to safe water as a highly complex policy issue at the intersection of environment, security and health. It will discuss contemporary governance and policy solutions aiming to realize SDG 6 with a particular view to global policy solutions that embrace public (international and domestic) institutions and private actors from a broad range of policy sectors. It will raise questions of accountability and responsibility in the context of existing policies and partnerships to address SDG6 and it will shed light on SDG 6 in the context of the future of the United Nations and geopolitical, financial and institutional challenges to any future development agenda.

The Impact of the Right to Water and Sanitation to Realize Sustainable Development
The third panel will, inter alia, explore ways and means to promote the right to water in public international law and implement it as part of worldwide sustainable development for the benefit of all. The right to water is a crucial human right which is related to the right to life, the right to health and human dignity. According to the UN Committee on Social and Economic Rights, the right to water “entitles everyone to sufficient, safe, acceptable, physically accessible and affordable water for personal and domestic uses”. This understanding is mirrored by the UN Agenda 2030 whose SDG 6 is to ensure access to water and sanitation for all.
