According to the Federal Constitutional Court (1984), services of general interest are a public task to ensure a dignified existence. However, the demographic development, the economic globalization and flexibilization, the digitalization and the precarious municipal financial situation in many places pose a great challenge to politics and administration. Without adapting the existing infrastructures to the new conditions, it will not be possible to continue to supply the population.
To adapt, a tool is needed that transparently presents the supply of the regions with services of general interest, identifies deficits and enables forecasts for expansion and changes. This task is to be fulfilled by the Daseinsvorsorgeatlas Niedersachsen (DVAN).
A first prototype of the DVAN has been developed in the BMBF project UrbanRural SOLUTIONS under the leadership of the Technical University of Hamburg-Harburg in cooperation with the state of Lower Saxony.
Since fall 2019, a new research cooperation exists between the TU Dresden and the state of Lower Saxony, focusing on the usability of the application and the expansion of DVAN into a spatial multi-criteria decision support tool. This will enable various application groups from politics and administration to view monitoring and location planning for public service facilities in a coherent manner. In the future, for example, the planning office will be able to interactively determine favorable areas for school locations according to various self-selected factors such as travel time by public transport, based solely on the bundling and processing of geoinformation.
Another focus of the new research cooperation is the provision of DVAN's geoinformation and analysis results to other administrations, such as the expert committees for land values. This means that, for the first time, geoinformation that affects the main areas of life of the population and is not already recorded in ALKIS is available to the expert committees on a comprehensive basis. As a result, new insights are to be expected in understanding the composition of the market value of a property.
