Mobility Report: A new tool to create urban mobility in line with the principles of sustainability and environmental justice
The design of future mobility systems is posing a variety of challenges to urban and transport planning. In the urban context, an efficient handling of the demand for mobility needs to be ensured, and simultaneously a high standard of living for the local population needs to be provided. In addition, it is necessary to consider climate and environmental targets and to contribute to an active and healthy transport behaviour. The necessity to reorganise transportation sustainably draws attention to a cross-sectional task: to strengthen social cohesion and prevent societal exclusion.
Cities have realised these challenges and begun to work on concepts to overcome them. Currently available data and planning instruments are only partly useful for this task. They are not focussed on users, their needs or social disparities and do not offer sufficient opportunities for participation.
The research project MobilBericht is addressing these shortcomings. TU Berlin, the district Berlin-Pankow and TU Dresden will create a consistent database to enable a user and demand oriented planning.
For the case of Berlin-Pankow, a mobility report will be developed. This includes accessibility and environmental justice analysis, as well as qualitative interviews, participatory observation and the participatory method of Community Mapping. The approach enables collecting data about the subjective perception of the citizens of Berlin-Pankow.
The results of a strengths and weaknesses analysis (SWOT-analysis), as well as concepts of measures derived from the results of the analysis will be published in the mobility report. The report can be regarded as a planning tool, rather than a simple final report. It serves as a working basis for planning, that will be maintained by a mobility manager who keeps it up to date and ensures public access to the latest results.
This mixed-methods approach enables the establishment of a mobility management on the district level, with the focus on participation and socio-ecological sustainability.
