Objectives for consumer protection
Aus dem neuen Ansatz ergeben sich für die beiden Gruppen von sozialen (resilienten) und vulnerablen Spielern folgende Ziele für den Verbraucherschutz:

Informed, risk-conscious and low-risk gambling participation for the group of social gamblers.
Informed means that participants in gambling know the mechanisms and risks of gambling as well as the probabilities of winnings and losses. Furthermore, this includes the knowledge that each new event occurs randomly and that a certain result can neither be predicted nor influenced. At the level of attitudes, risk-conscious means that gambling is not a source of income and that a first win does not indicate further winnings. Low risk means the use of financial resources within the limits of disposable income. - Special protection for the group of vulnerable persons who have already shown or developed an increased risk of developing a gambling disorder.
There is growing research evidence of characteristics for increased vulnerability, so that the group of vulnerable gamblers shows an increased risk for developing a gambling disorder right from the start of gambling. Further, vulnerable gamblers are not reached by usual information and education measures, as opposed to the first group of social gamblers. Therefore, Additional protective measures are necessary. Additional protective measures are necessary. This includes the early detection of vulnerable players, advisory services, game restrictions, gambling pauses, self-exclusion and forced-exclusion.
