Our tasks comprise various aspects of strategic planning and effective management of TUD. We focus on the development of individual organizational units of TUD, such as faculties, schools and central units. In close collaboration with the University Executive Board, we work on implementing internal measures with a view to realizing the strategic goals of the university. As one point of contact between various organizational units, including further colleagues from the university administration, we deal with TUD’s structural development and are responsible for quality management for teaching, learning and research.

Area of responsibility: Evidence-Based University Development
We analyze complex data structures drawn from various data sources on all of TUD’s performance areas. These are pooled in integrated reporting systems and are available to internal and external stakeholders of the university. Using this data as a basis, we prepare decision papers aimed at efficiently using the available resources.
This area includes the following tasks:
- Development of key figures and indicators e.g. for the presentation of outputs and outcomes in strategically important areas (TUD Data Quality Management)
- Analyses used for the University Executive Board’s decisions
- Resource planning and controlling of the special funds “Zukunftsvertrag Studium und Lehre stärken” of the Federal Government and the states (Länder)
- Capacity calculation and preparation of admission restrictions (NC), including further developments of the university’s capacity data usage
- Conception and setup of an IT-supported Business Intelligence System to improve evidence-based university development
- Preparation of statistical data for rankings and benchmarks with other universities
- Coordination of external reporting (such as the Hochschulerfolgsbericht [University Success Report]), drafting of TUD’s annual statistical reports as well as individual key figure reports
- Development of quality-assured reporting at TUD (including transfer of data standards, development of data quality management, etc.) (TUD Data Quality Management)

Area of responsibility: Structural Development and University Management
We support strategic organization development processes and the University Executive Board’s internal university management. This includes undertaking evaluations of individual university organizational units on behalf of the University Executive Board and, in this context, deriving development scenarios. We also support the University Executive Board in managing the central units of the university.
This area includes the following tasks:
- Assistance in university policy issues for strategic development
- Drafting and renewal of TUD’s university development plan
- Support in the negotiation of target agreements between TUD and the state government as well as internal target agreements with schools and central units, including the monitoring of the degree of target achievement
- Conducting of evaluations of faculties and strategy talks especially with regard to their development in research, teaching and the promotion of early-career researchers (Quality management in research)
- Planning of the professorships in the context of strategic university development as well as support for appointment negotiations and retention negotiations;
- Establishment, evaluation and management of TUD’s central units
- Assistance in implementing measures of the “TUD 2028 – Synergy and beyond” University of Excellence application.

Area of responsibility: Quality Management in Teaching and Learning (QMTL)
TUD’s processes and procedures for Quality Management in Teaching and Learning have been reviewed and accredited by the German Accreditation Council, meaning the university can independently audit its degree programs (system accreditation). In this process, we act as initiator and coordinator between various organizational units and advise the University Executive Board on the development of Quality Management in Teaching and Learning.
This area includes the following tasks:
- Development of the Quality Management System in terms of content and concept;
- Maintaining system accreditation in cooperation with all QMSL stakeholders and coordinating the system accreditation process;
- Initiating and supporting the regular degree program evaluation and accreditation process in close collaboration with the schools, faculties and the Center for Quality Analysis (Zentrum für Qualitätsanalyse - ZQA);
- Head office of the QMSL committees (such as Commission for the Quality in Teaching and Learning (Kommission Qualität in Studium und Lehre – KQSL) and Working Group Q (Arbeitskreis Q – AKQ));
- Support of the Program Coordinators;
- Support of quality assessment during the establishment of new degree programs; integration of new degree programs into the Saxon University Development Plan.
