Statement of the Saxon professional associations for the protection against domestic and sexualized violence
In a joint statement, the Saxon professional associations LAG Gewaltfreies Zuhause Sachsen e.V., LAG Queeres Netzwerk Sachsen, LAG Queeres Netzwerk Sachsen, LAG Sexualisierte Gewalt - Prävention und Intervention in Sachsen e. V. and Kinderschutzbund Sachsen urgently demanded that the Free State of Saxony not only formally implement the Violence Assistance Act (GewHG) passed by the federal government in 2024, but also create a genuine and inclusive support system for people affected by domestic and sexualized violence.
In concrete terms, this means that from 2032, every woman should have an individual right to a free place in a women's shelter and to professional advice; this is required by federal law. () For Saxony, an implementation law and updated funding guidelines are now needed to ensure that this entitlement can be fulfilled nationwide.
The associations emphasize six core demands: Firstly, the expansion of protection and counselling structures must also take place - existing services must not be replaced or reduced by new legal requirements. Secondly, advice and protection centers must not be forced to raise their own funds, as their public-law protection mandate requires reliable state funding. Thirdly, the professional associations are calling for an independent legal entitlement for children and young people to protection and advice - regardless of the wishes of their guardians and with low-threshold services. () Fourthly, trans and non-binary people as well as intersex people should be explicitly included: The current federal law primarily addresses women - the state implementation must be inclusive here. () Fifthly, responsibility must not lie solely with the state: municipal institutions such as youth welfare offices, psychiatric clinics and addiction support services must be clearly integrated into the violence protection system. And sixthly, prevention and accessibility are essential: there needs to be permanently funded mobile, multilingual and digital services as well as an ongoing needs analysis.
The professional associations warn that without consistent and inclusive implementation, the most vulnerable people - children, young people and marginalized groups - will continue to fall through the cracks of the system. The statement makes it clear that the law alone is not enough, but that an effective network of protection, counseling and prevention services must be established in Saxony.
