Evaluating bicycle traffic - Developing guidelines for local authorities
In respect to climate change and health promotion as well as enhancing the quality of urban life, the promotion of bicycle traffic is of key importance. Still there is only little proof of the positive impacts of cycling measures.
In general, impact evaluations within the transport sector have gained importance in the last years. However, identifying the impacts of cycling measures is still a challenge. This is partly caused by the huge variations in bicycle use, dependent on seasons and weather, as well as the detail orientation of most measures.
Hence, our project’s goal is to give practical assistance to local authorities regarding the planning and examination of evaluation in bicycle traffic. In doing so, we want to alleviate obstacles hindering local authorities in evaluating their measures as well as increase the quality of examined evaluation projects.
For this reason a guideline, containing case examples as well as concrete evaluation concepts for several cycling measures, will be developed. In the preparation process the following steps will be undertaken:
- Online survey of cycling officials for adjusting the guideline’s focus and topics to the needs of cycling officials and planners.
- Analyzing the current state of research and developing evaluation approaches with the help of a systematic overview of best practice examples, a broad literature analysis as well as the assessment of expert interviews.
- Examination of a user workshop for introducing the survey results to an interested audience. At the same time the event serves as the cooperation kick off with interested pilot communities.
- Creating and distributing a guideline for evaluating bicycle measures.
FUNDING
The project is funded by the Federal Ministry of Transport and Digital Infrastructure (BMVI) within the 2020 National Cycling Plan.
