Informing and motivating local authorities in Saxony to procure environmentally friendly

The objective of this project was to develop an information guide for local authorities in Saxony that should inform and motivate them to procure environmentally friendly. This guideline is based on the state of the art of procurement in Saxony assessed in the project NaBesI by a questionnaire. These results were amended by expert interviews.
For more than 25 years there have been information aids for procurers. For example, the 1999 handbook “Umweltfreundliche Beschaffung” of the German Federal Environmental Agency is still a definitive book. Moreover, webpages like www.beschaffung-info.de or www.oekoeinkauf.at collect all relevant information on products, legal conditions, etc. The handbook of the European Commission “Buying green! – A handbook on environmental public procurement” of 2004 analyses legal possibilities in Europe and the “Procura+-Manual” of ICLEI – Local Governments for Sustainability compiles relevant results of research projects such asRELIEF.
The objective of the guideline developed by the Chair of Environmental Management at TU Dresden for local authorities in Saxony was not to generate new information, but to provide an orientation to the procurer that they can use when they need hints for research or have questions in individual cases. This should help to increase motivation.
The project was completed by an analysis of legal conditions for the target group of local authorities. A substantial analysis of legal conditions carried out by the Öko-Institut e.V. (Institute for advanced ecology) in the project NaBesI came to the conclusion that neither European nor German law hinders the consideration of environmental criteria in an award process.
