Call for proposal as part of the SMWK’s special inclusion funds 2024
In 2024, TU Dresden has once again received special funds from the Saxon State Ministry for Science, Culture and Tourism (SMWK) to improve the participation of students and employees with disabilities and chronic diseases at TU Dresden. We would like to invite you to contribute your ideas for inclusive education and work.
Funding is available for measures and projects that promote the participation of people with disabilities and chronic illnesses at TU Dresden, that support the implementation of digital accessibility ( BITV 2.0 / EU Directive 2016/2102) or that support the measures of TU Dresden's Action Plan 2.0 for the implementation of the UN Disability Rights Convention (UN CRPD).
The special inclusion funds are available for the current budget year, which is why they must be fully spent by the end of 2024 (TU Dresden budget closing date).
In TU Dresden's Action Plan 2.0, you will find numerous suggestions for projects and measures that have already been funded. We will be happy to advise you on your ideas, as well as on the application process.
Submit your application in the form of the attached application form including the financial calculation by Tuesday, May 28, 2024 (end of business) in electronic form by email to or by internal mail.
By ratifying the UN Convention on the Rights of Persons with Disabilities (UN CRPD) in 2009, Germany committed itself to going beyond the human rights conventions and concretizing the rights and living situation of persons with disabilities and chronic illnesses. The focus is on an awareness of enabling participation for all people by identifying and removing barriers or preventing them from arising in the first place. The right to inclusive education and work is one of the central demands of the convention. With the special funds of the SMWK, TU Dresden would like to use the opportunity to sustainably advance the topic of inclusion of people with disabilities and chronic diseases.
In addition, if you have ideas for large-scale projects, please do not hesitate to submit them to the Unit Diversity Management of the TU Dresden.
Measures as well as projects can be funded that sustainably promote the inclusion of people with disabilities and chronic illnesses at TU Dresden in the sense of the HRK 2009 recommendation "A University for All", the UN CRPD and/or the TU Dresden's action plan for implementing the UN CRPD and/or the implementation of digital accessibility (see BITV 2.0 / EU Directive 2016/2102). The special inclusion funds provide start-up financing for measures and projects that follow the sustainability principle and continue to exist and have an effect after the funding. Measures or projects that have already started in 2024 can also be funded, as can expenditures already made in 2024 if these correspond to the funding purpose of the special inclusion funds.
Eligible:
- Personnel resources that are to be classified in the context of the participation of people with disabilities and chronic illness
- Material resources that promote the participation of people with disabilities and chronic illness and are less than a gross amount of <5,000 €
- Measures/projects that are completed by the end of the year and are spent in the first week of December 2024
Smaller projects / measures are eligible for funding:
- Personnel and / or material resources,
- Measures / projects, that are completed by the end of 2024 and for which the funding amount has been spent in a cash-effective manner by the first week of December,
- Measures / projects whose sustainability is ensured even after the end of the funding,
- Measures, that have the widest possible impact
Excluded from funding are:
- Investments, Investments, what is classified as an investment, may have to be agreed with D1; in most cases, funding for material resources of less than €5,000 is possible
- Building measures
- Measures that serve the general health care at the university
- Teaching and workplace equipment as well as material resources that are part of the basic equipment
- Double funding (e.g. measures that can be applied for under SGB IX)
- Measures that do not have a concrete connection to the topic of inclusion of people with disabilities and chronic diseases
- Measures and projects that or whose results do not comply with the sustainability principle in that they do not continue after funding
All members of TU Dresden are eligible to apply and receive funding: students, teaching and research staff, and the central university administration.
Students must look for a cooperation partner (e.g. professorship or structural unit) to be assigned to a cost center.
In addition to the fully completed application (in digital form), the following criteria must be met:
- the project is in line with the fields of action of Action Plan TU Dresden on the implementation of the UN Convention on the Rights of Persons with Disabilities (Link: Action Plan 2.0 of TU Dresden)
- the project is oriented towards the UN CRPD and the recommendations of the 6th General Assembly of the German Rectors' Conference of April 21, 2009 "A University for All" UN Convention on the Rights of Persons with Disabilities (CRPD) (Links: UN-CRPD, GAotGRC)
- the project appears coherent and plausible, the objectives of the project are presented in a concrete and recognizable manner,
- the project serves as start-up financing and fulfills the principle of sustainability in that it continues after the funding or the project/measure has a wide range of effects,
- the measures serve to improve the participation of students and employees with disabilities in teaching and research at TU Dresden,
- the project focuses on real participation for all, away from a policy of reactive, case-by-case care,
- the project can be implemented within the given time frame,
- the project does not follow a purely personal interest, but makes a sustainable contribution to TU Dresden in the context of the inclusion of people with disabilities and chronic diseases,
- in the case of previous funding through special inclusion funds (since 2015), the implementation of the measure/project was convincing and the associated reporting was carried out on time.

Subsequently, the Advisory Council on Inclusion will review and evaluate the applications under the direction of the Vice-Rector University Culture. In addition to the suitability for the above criteria and requirements, the quality of the implementation of previous projects funded by special inclusion funds is also included in the evaluation. Based on these evaluations, the Rectorate makes the funding decision. After the decision by the rectorate and the allocation of the special inclusion funds by the SMWK, the applicants receive a corresponding notification.
Incomplete applications or applications not received by the deadline will not be considered. There is no entitlement to funding.
As with all special allocations, timely reporting and corresponding evaluation of the measures for the use of the allocated funds is required vis-à-vis the SMWK. University-wide information on the use of the special inclusion funds will be developed and published.
Please submit an unsolicited factual report to the Unit Diversity Management within four weeks after completion of the measure, but no later than December 13, 2024. A template for this report will be provided to you by the Unit Diversity Management in due time.
What are examples of funded measures from the special funds for inclusion?
The special funds for inclusion play a crucial role in promoting equal opportunities and participation for people with disabilities and chronic illnesses.
The measures and projects supported by the special funds for inclusion aim to break down barriers and create an inclusive environment.
Funding was provided, for example:
- Making documents accessible, including Braille printing or external services for the design and printing of accessible documents
- Costs for improving the accessibility of events, such as the use of sign language or written interpretation (in German and/or English)
- Personnel costs, such as Student Assistants (SHK), Research Assistants (WHK) or honorary staff whose activities are in the field of accessibility and inclusion or improving the participation of people with disabilities and chronic illnesses
- Material resources, such as special materials that contribute to improving accessibility can be made available for loan within TU Dresden via the Inclusion lending pool.
