By definition, an organization's controlling department performs planning, management and control functions, provides business information and prepares decision papers for the management levels.
Goals and tasks
The School of Civil and Environmental Engineering's Controlling department aims to support the Dean's Offices, Institutes and Chairs of the faculties belonging to the department in the operational management of funds, particularly in the areas of budget and project management. The aim is to support the staff of the Institutes and Chairs in the increasingly decentralized commercial tasks and to relieve them of special services and consulting services tailored to their individual requirements. In addition to operational support, this also includes the strategic new and further development of controlling tools and processes as well as the design of new strategies and measures. Furthermore, Divisional Controlling supports the management levels of the division (School Council) and the faculties (Deans), for example in matters relating to the design of target agreements and the allocation of resources. The preparation of decision papers is also one of the tasks of divisional controlling.
In order to provide the best possible support to the faculties in the School of Civil and Environmental Engineering and to optimize communication and cooperation with the Central University Administration, the medium-term core objective of the Controlling department is to establish a departmental office for Controlling and Finance. This step is intended to create a cross-faculty service unit for the Faculties, Institutes and Chairs, which will make it possible to bundle previously decentralized administrative tasks relating to the management of resources (funds, personnel, rooms) and thus exploit synergies and build up expertise. This is associated with efficiency gains in process flows and increased responsiveness to changes, such as the introduction of a division-wide global budget.
Divisional Controlling is therefore not only a management aid for the Spokesperson and the Deans, but also provides important information for the cost center managers and relieves the Institutes and Chairs of decentralized commercial tasks, especially in the management of the budget (future global budget). Furthermore, the divisional controller is the central point of contact for the ZUV and thus ensures the rapid and target group-specific communication of relevant information to the faculties. In addition, the key users for all SAP modules will be brought together in the divisional office in order to facilitate the rapid development of expert knowledge and the design of specific user training courses.

- Participation in the strategic design of targets and derivation of operational targets as well as monitoring of target achievement, development of measures and recommendations for action as well as reporting
- Supporting the planning of externally funded projects
- Conception and implementation of specific further training measures (building on the training courses offered centrally)
- Supporting the decentralized units in managing the budget, in particular budgeting (allocation of funds), planning, monitoring and reporting
- Representing the department in strategic planning with the University Executive Board (controlling-specific topics)
