Regulations for the Management and Operation of the Centre France I Francophonie (CFF) dated October 28, 2024
These regulations were issued by the Faculty Board of the Faculty of Languages, Literatures and Cultural Studies at its meeting on September 18, 2024 and approved by the University Executive Board at its meeting on October 1, 2024. In accordance with the "Regulations for the Establishment, Continuation, Modification and Cancellation of Central Academic Units, Academic Units at Faculties or Departments and Informal Academic Units" of 19 December 2016 (published in the Official Notices of the TUD No. 16/2016 of 21.12.2016, p. 75), the University Executive Board of the Dresden University of Technology decided to establish the Centre France 1 Francophonie at its meeting on 01.10.2024.

§ 1 Name and legal status
(1) The Center France I Francophonie (hereinafter referred to as CFF) is an academic institution of the Faculty of Linguistics, Literature and Cultural Studies (hereinafter referred to as Faculty SLK) of the Dresden University of Technology (hereinafter referred to as TUD) in accordance with § 4 of the "Regulations for the Establishment, Continuation, Modification and Cancellation of Central Academic Units, Academic Institutions at Faculties or Departments and Informal Academic Institutions" in the currently valid version (hereinafter referred to as i.as amended). The name "Centre France I Francophonie" (CFF) in French or "Center France I Francophonie" (CFF) in English may be used on an equal footing.
(2) Changes to the regulations of the CFF are made by decree of the Faculty Board of the SLK Faculty and require the approval of the University Executive Board.
§ 2 Tasks and objectives
(1) The CFF bundles and networks interdisciplinary French and Francophone-related activities in research and teaching and thus contributes to the internationalization of the TUD. It supports the transfer of knowledge and expertise to the public.
(2) Goals in research and teaching are
- Promotion of scientific cooperation between the TUD and universities and research centers in France and francophone countries / regions, establishment and maintenance of cooperation with bilateral, disciplinary and interdisciplinary research projects and researcher:in groups;
- Promotion of student exchanges between the TUD and French universities or universities in francophone countries/regions;
- Support in the conception and implementation of double degree programs or bilateral degree programs and graduate programs between the TUD and French universities or universities in francophone countries/regions;
- as a founding member of the network of French centers in Germany, promotion and coordination of cooperation with other German universities in activities related to France and Francophonie;
- Conception and implementation of academic lectures, workshops, conferences, etc. relating to France and Francophonie;
- Conception, acquisition and implementation of research and teaching projects related to France and Francophonie within the School of Humanities and Social Sciences and, if possible, support of such projects within other areas of the TUD as well as
- Promoting and expanding the range of courses related to France and Francophonie at the TUD, e.g. through guest lectures, visiting researchers or guest lecturers and lecture series.
(3) Special transfer goals of the CFF are
- Promoting the transfer of knowledge and skills to the public as well as selective cooperation with social stakeholders, especially from culture, education, politics, administration and business,
- Promotion of cultural contacts between educational and cultural institutions in Saxony and France or francophone countries/regions and
- Organization of cultural events related to France or francophone countries (readings, lectures, exhibitions, etc.) together with regional and supra-regional cultural institutions.
§ 3 Organs
(1) The bodies of the CFF are
- the Board of Directors,
- the General Assembly,
- the advisory board.
(2) The "Rules of Procedure and Procedural Principles for University Committees of TU Dresden" as amended shall apply to the work of the bodies, unless independent rules of procedure are issued which require the approval of the University Executive Board.
§ 4 Membership
(1) Membership can be obtained upon application to the Executive Board.
(2) The following members of the TUD are eligible to apply:
- University teachers who, in addition to their initial affiliation, work at one of the faculties or at an organizational unit with faculty-equivalent rights (right of appointment) of the TUD and who have a research, teaching and transfer connection to France and francophone countries / regions;
- Research Associates who work at the TUD and research or teach with a connection to France or Francophonie;
- Employees in administration and technology who work at TUD and have a connection to France or the French-speaking world.
(3) Upon request, the Executive Board may appoint other natural persons, in particular emeritus professors of TUD, as full members of the CFF.
(4) Upon request, the Executive Board may appoint or assign further natural persons as associate members of the CFF. Associate members are not members or affiliates of the TUD.
(5) Membership of the CFF does not affect membership positions in other organizational units of the TUD.
(6) Full or associate membership of the CFF shall end upon
- termination of the activity at the TUD or the activity related to France or Francophonie or
- written declaration of resignation to the Executive Board or the Dean of the SLK Faculty or
- Decision of the Executive Board in case of non-fulfillment of the duties according to § 5 after hearing the:person concerned.
An objection to the termination of membership in the CFF is possible. The Dean of the SLK Faculty shall decide on this after hearing the person concerned and the Executive Board.
§ 5 Rights and obligations of members
(1) Members of the CFF are entitled to use its resources in accordance with the respective terms of use. The Executive Board shall decide on the terms of use in consultation with the Dean of the SLK Faculty.
(2) Members of the CFF may submit applications to the Executive Board for activities, including research and transfer activities, to be carried out within the CFF and supported by it.
(3) The members are obliged to participate in the objectives, tasks and self-administration of the CFF in accordance with these regulations and to actively support the CFF. Members shall report regularly to the Board of Directors.
(4) Members are obliged to comply with all regulations, guidelines and rules issued by the TUD. This refers in particular to rules on good scientific practice, publications, budgetary and economic management, the utilization of research results, the prevention of corruption and discrimination as well as the "Regulations for the Information Technology Facilities and Services and for Information Security at TU Dresden (IT Regulations)" as amended.
§ 6 Executive Board and Management
(1) The CFF is managed by an Executive Board. The Board consists of five members: three TUD professors who are full members of the CFF and two other persons who are full members of the CFF and generally represent the other member groups. Junior Professors and Extraordinary Professors are equal to appointed professors insofar as they have been granted the membership rights of a university lecturer.
(2) The members of the Executive Board shall elect two managing directors from among their number, who shall chair the Executive Board and both have the same rights. At least one of them shall be a member of the SLK faculty. They represent the CFF within the university and externally.
(3) The members of the Executive Board are appointed by the Dean of the Faculty SLK on the recommendation of the Faculty Board of the Faculty SLK. The term of office is three years. Reappointment is possible. If a member of the Board resigns during a current term of office, a new member shall be appointed by the Dean of the Faculty SLK for the remaining term of office on the recommendation of the Faculty Board of the Faculty SLK.
(4) The Executive Board is, without prejudice to the responsibility of the:the Dean:in the Faculty SLK, for all matters of the CFF and its fulfillment of tasks, in particular also for the appropriateuseof theavailable personnel, material and investment resources. The responsibilities of the central bodies of the TUD or the School of Humanities and Social Sciences and the Faculty SLK remain unaffected.
(5) The Executive Board is also responsible for the following matters in particular:
- Preparation and implementation of strategies and concepts in line with the objectives and tasks as well as for the working methods of the CFF, if necessary with the support of the Advisory Board;
- Preparation of an annual report on the work of the CFF for submission to the other bodies of the CFF, the Dean of the Faculty SLK and the Faculty Board of the Faculty SLK;
- Proposing changes to the CFF's regulations to the Dean of the Faculty SLK prior to their adoption by the Faculty Board and approval by the University Executive Board;
- Submitting proposals to the Dean of the Faculty of SLK for appointments to the Advisory Board;
- Deciding on applications for the admission of further full or associate members.
(6) Resolutions of the Executive Board require a majority of the votes of the voting members present. Digital voting is possible. Voting rights may not be transferred.
(7) The Managing Directors shall convene the Executive Board at least once per semester. They shall chair the meetings.
§ 7 General Assembly
(1) The General Assembly is the meeting of the full and associate members of the CFF. The General Assembly receives the annual report of the Executive Board and can discuss all fundamental issues affecting the work of the CFF and make appropriate recommendations.
(2) The General Assembly of Members shall be convened by the Managing Directors at least once a year. They shall chair the meeting. The members of the Advisory Board and other members of the TUD may be invited as non-voting guests.
§ 8 Advisory Board
(1) The Advisory Board supports and advises the Executive Board in fulfilling the tasks and objectives of the CFF. It may comment on proposals made by the Executive Board or submit its own proposals to the Executive Board which support the fulfillment of the CFF's objectives.
(2) The Advisory Board consists of a minimum of five and a maximum of nine internationally experienced experts, usually external experts. Members and affiliates of the TUD can also become members of the Advisory Board, provided they are not already members or associated members of the CFF. The research, teaching and transfer tasks of the CFF should be appropriately represented by the composition of the Advisory Board.
(3) Advisory Board members are appointed by the Dean of the SLK Faculty on the recommendation of the Executive Board and in consultation with the Faculty Board of the SLK Faculty. The term of office of the members is three years. Reappointment is possible. If one of the Advisory Board members resigns before the end of their term of office, a replacement can be appointed for the remaining term of office at the suggestion of the Executive Board. If the number of members of the Advisory Board falls below five upon the departure of an Advisory Board member before the end of the term of office, a replacement must be appointed until the end of the term of office.
(4) The members of the Advisory Board shall elect a Chairperson and a Deputy Chairperson from among their number. The Chairperson shall convene the Advisory Board at least once a year. The Advisory Board shall pass its resolutions by a majority of the voting members present. Voting rights may not be transferred.
(5) As a rule, the Advisory Board shall not meet in public. The members of the Executive Board may attend the meetings of the Advisory Board as non-voting guests.
§ 9 Equal opportunities
The Equal Opportunities Officer of the SLK Faculty supports and advises the Executive Board in the fulfillment of equal opportunities tasks.
§ 10 Public and specialist press and public relations work
For the internal and external public appearance in print and online media, the respective valid rules of the corporate design of the TUD and the guidelines for the use of secondary logos anchored therein apply. Press activities with the general press (television, radio, print, online) must be coordinated with the TUD Press Office.
§ 11 Equipment and financing
The CFF finances its work and the achievement of its goals primarily through third-party funds and donations. The Faculty of SLK is responsible for providing the necessary infrastructure (e.g. premises, media technology).
§ 12 Evaluation and entry into force
(1) The establishment of the CFF is limited to a period of five years after the regulations come into force. No later than one year before the end of this period, the Dean of the SLK Faculty shall appoint an evaluation commission in consultation with the Executive Board. The evaluation commission determines the evaluation criteria in consultation with the Executive Board. The basis of the evaluations is the "Evaluation Regulations of the TUD Dresden University of Technology" as amended The University Executive Board decides on the continuation of the CFF upon application and in knowledge of the results of the evaluation and in consultation with the Faculty Board of the Faculty SLK. A continuation is again to be limited in time. The regulations for the management and operation of the CFF shall be adapted as necessary in the light of the evaluation results.
(2) The regulations enter into force on the day of their public announcement.
