Horizon Europe: Partial Agreement
On 17 April 2019, the European Parliament has approved a partial agreement on the next EU Framework Programme for Research and Innovation, ‚Horizon Europe‘ (2021-2027).
The European Parliament’s vote paves the way for the European Commission to proceed with the preparations for the implementation of Horizon Europe. In the upcoming weeks and months, this will in particular include the strategic planning and setting up of Mission Boards and Partnerships as well as the future Model Grant Agreement (MGA).
The partial agreement of the European Parliament and the Council of the EU comprises the proposal for a regulation on Horizon Europe (including the rules for participation) as well as the Specific Programme. The Council had already confirmed the understanding with the Parliament in the course of the last weeks.
The budget of Horizon Europe is not part of the current agreement, as it depends on the negotiations on the EU’s Multiannual Financial Framework (MFF). The European Parliament promotes a budget of EUR 120 billion whereas the European Commission has proposed EUR 94.1 billion.
In addition to the vote on Horizon Europe, the European Parliament has also approved partial agreements on the new Digital Europe Programme and the EU Space Programme.
