The Permanent Representatives Committee of the EU Member States approved on 27 March 2019 the provisional agreement on a compromise solution to the Ninth EU Framework Programme for Research and Innovation, "Horizon Europe".

However, the budget for the programme has not been finalised, yet. This will be done once there is an agreement on the multiannual financial framework for 2021-2027. The Commission has proposed a total budget for the programme of 94.1 billion euros.

Furthermore, the agreement does not cover provisions on third countries' participation and on synergies with other EU funding programmes.

The resumption of negotiations on Horizon Europe, based on the compromise that has now been found, is expected to take place in autumn 2019 with the new Parliament.
