Horizon Europe - Global Challenges and European Industrial Competitiveness
The second pillar of Horizon Europe is dedicated to "Global Challenges and European Industrial Competitiveness". As the title suggests, the Horizon 2020 pillars "Societal Challenges" and "Industrial Leadership" are integrated here. The activities are intended to contribute significantly to the EU's industrial and societal policy goals, with the main focus on strengthening key technologies and solutions in Europe and achieving the United Nations' Sustainable Development Goals (SDGs).
The activities are assigned to six different clusters, which in turn are divided into sub-themes, the so-called "destinations". All clusters are inter/transdisciplinary (including the humanities, social sciences and cultural studies).
The six thematic clusters include:
- Health;
- Culture, creativity and inclusive society;
- Civil security for society;
- Digital, industry and space;
- Climate, energy and mobility;
- Food, bioeconomy, natural resources, agriculture and environment.
Pillar II also includes the Joint Research Centre of the European Commission (JRC).
The importance of Pillar II is reflected in the estimated budget. More than half (approx. €52.7 billion) of the total Horizon Europe budget is available for cluster research in the years 2021 to 2027.
Funded project types:
- Collaborative research (Research & Innovation Actions (RIA), Innovation Actions (IA)).
- Coordination and Support Actions (CSA)
Funding is provided for personnel costs, travel costs, consumables, depreciation costs of equipment, open access costs, etc. for research, management and dissemination and exploitation of results.
Funding rates for Research & Innovation Actions and Coordination and Support Actions:
- 100 % of the total eligible costs
- Indirect costs: 25 % of direct costs
Funding rates for Innovation Actions:
- 70 % of total eligible costs (100 % for non-profit organisations)
- Indirect costs: 25 % of direct costs
Minimum requirements:
- At least three independent participants from at least one EU Member State and two different EU Member States or Associated States.
- Participants from third countries possible as additional partners
- Special requirements regarding the type and number of participants are possible, e.g. in the case of so-called "joint calls" with Third Countries.
- Individual applicants possible for Coordination and Support Actions (CSAs)
Any legal entity, such as:
- Universities and research institutions
- Industry (including SMEs)
- Management and technology transfer organisations
- European Economic Interest Groups
- Others (e. g. public authorities, associations)
