For people, who cannot use public transport or have difficulties, the Directive for the Transport Service for Severely Disabled People [Schwerbehinderten-Fahrdienst-Richtlinie] has been established. Entitled persons can submit an application to:

In addition, taxicabs also accept vouchers from entitles persons. Guests of the city of Dresden can use these services as self-payers. It is recommended to check the fare when calling the taxi and negotiate special conditions.
