The Central Mailroom (ZPS) is responsible for receiving, processing and forwarding all incoming and outgoing mail, including internal mail to be distributed internally. The procedure is regulated in the TUD's postal regulations.

The ZPS is located in the Hülße-Bau, north wing, Helmholtzstr. 10 (see map). Access is via George-Bähr-Straße (via the ramp on the east side of the north wing). Opening hours are Monday to Friday between 07:00 to 12:00 and 12:30 to 15:30.

Addresses of the TUD
Incoming and outgoing official mail must always be routed via the ZPS. The address of the ZPS is also the postal address for the entire TUD. Direct delivery by external delivery services to the respective organizational units is possible in exceptional cases.

Mailboxes of the TUD
In addition to the ZPS, the TUD has three other public letter drop-off points that are accessible at all times.
The TUD's in-house mailboxes are located at the University Executive Board at Mommsenstraße 11 and, together with the deadline mailbox, at Helmholtzstraße 10 between Tillich- and Hülße-Bau (see map ). The letterboxes are emptied from Monday to Friday (weekdays) at 7:00 am. The letterboxes between Tillich- and Hülße-Bau are also emptied in the afternoon between 14:00 and 15:00.
In contrast to the deadline letterboxes, "normal" letters (which are not subject to a delivery deadline) belong in the in-house letterboxes, which can also be posted or handed in here outside the opening hours of the ZPS.
Mail removed from the in-house letterboxes is stamped with the date of removal.
The deadline mailbox is primarily used for posting mail or documents that have to be submitted by a deadline that expires on the same day (midnight). Examples are term papers and theses, applications (enrollment applications) or job applications.
The deadline letterbox has a built-in false bottom. This is triggered by a timer at midnight and then falls into a horizontal position on top of the mail that has been posted up to that point. This separates mail posted before and after midnight. Depending on their position, the mail items receive a receipt stamp with the date of the previous day or the current working day after the deadline letterbox has been emptied.
Please note: At weekends, the intermediate shelf dividing the items only falls during the night from Friday to Saturday. Items below the divider will receive the date stamp for Friday, items above will receive the date stamp for Monday (as it is not possible to prove that they were posted on Saturday or Sunday). The situation is similar for public holidays.
Items with a maximum size of 36 cm in length, 25 cm in width and 5 cm in height can be deposited in the deadline letterbox and the two in-house letterboxes. When submitting larger/thicker items (e.g. examination papers with two specimen copies), it is advisable to separate them if necessary, pack them separately and post them individually.
Franking is not necessary. However, information on the recipient (Examination Office XYZ, Institute or Chair) and sender (institution, name, address) on the envelopes is mandatory for correct delivery. Please make sure that the envelopes are sealed.
Attention: Envelopes that are too thick and pressed into the letterbox slot can disable the mechanism of the deadline letterbox. This means that compliance with the deadline cannot be verified.
TUD - internal mail / fax
"Internal mail" is defined as analog mail of all kinds (letters, parcels, etc.) forwarded between the individual organizational units of the TUD. Collection and delivery is usually carried out via the TUD's internal mail routes.
In addition to the TUD's own organizational units, external third parties (e.g. associations, spin-offs, Institutes) with whom a contractual agreement exists are also included in the in-house mail service.
Inclusion in the in-house mail service and use of the services of the ZPS using a c/o address at the TUD by third parties is subject to approval and may be subject to a fee. A corresponding application must be submitted to the SG General Administration (by e-mail to ).

Household mail should generally be handed over to the ZPS for further distribution unsealed and separated from the outgoing mail (separated within the mail bag by folders or similar) in order to avoid erroneous franking and misdirection.
For reasons of sustainability, household mail envelopes or pre-printed envelopes(A4 format/ A5 format) or used envelopes should be used as packaging. To avoid sorting errors, these should be clearly marked with the name and organizational unit (no abbreviations) or cost center of the sender and recipient. Older addresses must be clearly crossed out.
If mail is frequently exchanged between two specific organizational units of the TUD, shuttle folders can be created between them and sent with the internal mail.
The ZPS offers all TUD employees the opportunity to send and receive business faxes during opening hours (Monday - Friday, 07:00 to 15:30). A fax machine is available for this purpose in the ZPS.
Requests to send faxes must be sent as a PDF document (not a scan) to together with the content (fax number, recipient, text, etc.).

Letter mail
Letter mail (including postcards) is intended exclusively for the dispatch of documents (including USB storage devices, CDs and DVDs) and must meet the requirements of Deutsche Post AG (DPAG) in terms of dimensions and weight (regardless of the delivery service actually commissioned).
Current information on possible formats and the applicable dimensions and weight specifications for domestic letter and postcard shipments can be found on the DPAG website. The corresponding prices for shipping with DPAG are also listed here. Separate contractually regulated conditions apply for shipping with PostModern (see below).
Letters can also be sent in special formats (roll-like format, bottle mail, Maxibrief Plus, etc.).
As a rule, the recipient address for windowless letters is printed at the bottom right and the sender address at the top left as far as possible so that it is not covered by the franking. To ensure that the address is machine-readable, any blank lines in the address should be omitted.
For letters with a window for the recipient's address, the sender's details must be shown on a single line in the letterhead.
For postcards, a vertical separating strip (at least 35 mm long and 1.2 mm wide) must be left in the middle.
The transit times for letters (from 01.01.2025) are three to four working days.
Normal letters cannot be tracked.

Please note: DPAG ensures that the contents of international letter mail items are analog or digital documents only. The items must not contain any goods.
The requirements for the consignee and sender addresses are identical to those for domestic shipments.
Please write the place name in the national language and the recipient country in capital letters in German.
In order to be able to securely track and document the transportation and delivery of letter mail items, DPAG offers various types of registered mail for national and international shipping.
The stated costs of the additional services must be added to the letter postage (see above).
In the event of loss or damage to your shipment, DPAG is liable up to the amount of the direct damage, but up to a maximum of €20 or €25.

Official documents of the TUD as a public corporation can also be sent as postal delivery orders (PZA ). The delivery is documented with a certificate. The necessary forms and envelopes are available from the office mailing service.
The TUD has a separate contract with PostModern, as an alternative delivery service to DPAG, for the transportation of letters weighing up to 1,000 g for the entire zip code area zero (01, 02, 03, 04, 06, 07, 08, 09).
This does not apply to letter items with P.O. Box addresses or large customer zip codes weighing more than 1,000 g, postal delivery certificates and registered mail. These are handed over to DPAG.

"Dialogpost" is a cost-effective way of sending large quantities of items (letters/postcards) with advertising or identical content.
Identical content means that everything written, with the exception of the address and salutation, must be 100% identical in terms of text content and design (paragraphs, formatting, words, characters, paper color, sender's stamp).
Dialogpost items also require "automation capability" in the form of:
- Machine readability of the address (see notes on sending letter / postcard
national)
- Equal weight (the same type of envelope and paper must be used)

- Uniform format (letter / postcard).
Furthermore, the minimum quantities specified must be reached for dispatch:
- For domestic mailings of 200 (with the same routing region, i.e. the first two digits of the postcode must match)

If the required minimum quantities are not reached, it is possible to pay extra for smaller quantities. All prices quoted are exclusive of VAT (19%).
Please note: Consignments must be pre-sorted by zip code in ascending or descending order. It is also necessary to submit a sample letter. Dialogpost items must be announced to ZPS in good time (at least 5 days in advance). Mail boxes can be requested for transportation.
DPAG's advertising reply product consists of pre-addressed letters or postcards with the franking mark "Entgelt zahlt Empfänger". These can be attached to sent surveys, invitations or similar items and serve as a reply option for the respondents. Unlike pre-paid reply letters/postcards, the advantage here is that the original sender only pays for the responses that are actually received.
Advertising reply letters/postcards must be designed in an automation-friendly manner, otherwise the fee to be paid will increase by EUR 0.51 per letter/postcard. Please therefore ensure that
- a machine-readable address,
- a franking mark "Fee paid by recipient"
(ideally, the top right-hand corner of the mark should be between 5 and 15 mm from the

Please do not use stickers for reply letters, but print on the envelope.
National merchandisemail/ international merchandise mail
With the DPAG products "Warenpost" (national) and "Warenpost International" (WPI), smaller quantities of goods up to a maximum of 2 kg (domestic) or 1 kg (international) can be sent at low cost (compared to parcels). Please mark or label your consignment clearly as "Warenpost" or "WPI".
Books, goods, merchandise or objects of all kinds weighing up to a maximum of 2 kg can be sent domestically as consignments.
Letter mail is not permitted. Only invoices, delivery bills, loan and/or accounting cards and other documents accompanying the goods may be enclosed with the goods.
We recommend the use of padded mailing bags made of shock-resistant corrugated paper, cardboard mailing bags with pre-embossed crease lines, bubble mailing bags or lightweight cardboard packaging. Thin paper envelopes, on the other hand, can be damaged and punctured by unsecured small parts during the mechanical transportation process. Consignment contents can be lost as a result. In the ZPS, this can also lead to defects in the franking machine.
Please note: consignments are sent without proof (tracking) and insurance. In order to be able to initiate tracking in the event of loss, the consignment should alternatively be sent by registered mail, as a parcel or by express.
With Warenpost International (WPI ), books and small-format goods, e.g. samples or small parts, weighing up to 1 kg can be sent to numerous countries. Written messages may not be enclosed. However, invoices or other documents accompanying the goods (e.g. delivery bill) are permitted. The shipments can be opened by DPAG for inspection purposes.

Parcel shipments
Parcels are handed over to DPAG/DHL for national and international shipping. In contrast to private shipping, no parcel label is required for submitting parcels to the ZPS. Labelling with the sender and consignee addresses is sufficient. Please note that no P.O. Box addresses may be indicated on parcel consignments.
Prices and conditions for parcel shipping (for shipments from 0 to 31.5 kg) are regulated in a framework agreement. Based on this agreement, no domestic shipments are sent as "small parcels". Hazardous goods and refrigerated shipments are not sent.
Parcel shipments with DHL are trackable (tracking) and insured up to a value of €500 (against damage and loss). Additional transport insurance for a higher value and the shipment of bulky goods is possible for an additional charge.

Prices and conditions for parcel shipping are regulated in a framework agreement. Shipments of up to 2 kg can be sent to other EU countries as a cheaper "small parcel" (not trackable, not insured).
Parcel shipments with DHL abroad (worldwide) are trackable (tracking) and insured up to €500 (against damage and loss). Additional transport insurance for a higher value and shipping of bulky goods is possible for an additional charge.

Express shipments
Express shipping is available for important, highly insured or very heavy (over 31.5 kg) consignments (documents, goods, merchandise) within Switzerland and abroad that need to arrive quickly and safely. Shipments weighing 31.5 kg or more should be sent on pallets. Please mark or label your shipment clearly as "Express".
The conditions, delivery times and prices for express shipping, which are based on weight and recipient region, are regulated in framework agreements.
Express shipments can always be tracked and are insured against loss and damage (€500 basic insurance with DHL). Higher sums insured are possible for an additional charge.
Please note: For national and international express shipments, it is mandatory to provide a telephone number and an e-mail address of the recipient.
For shipments to non-EU countries, a proforma invoice in digital form is required. Please send this together with the form to announce your shipment by email to .
Express shipments to be sent must be received by the ZPS by 1 p.m. in order to be dispatched on the same day.
Express shipments sent via ZPS are usually invoiced via our central customer numbers at the delivery services.
If you request the couriers yourself, please note that your cost center is entered on the consignment note under "Reference no." and state your exact pick-up address (including room and telephone number).
Frequently asked questions
What to do / note at....
Letters delivered via the internal postal rounds or handed in personally or directly at the ZPS by 2 p.m. are dispatched on the same day. Express items must be handed in at the ZPS by 13:00 for same-day dispatch. Letter and express items received after this time will not be dispatched until the following working day.
Domestic and international parcels are handed over to the delivery service (DHL) at the beginning of the next working day.
The ZPS runs three postal rounds a day and delivers to the mailrooms and mailboxes in the TUD buildings. Mail delivery starts at 09:00 and depends on the amount of mail to be distributed and the traffic situation. There are no fixed delivery or mail exchange times. At the same time, the in-house and outgoing mail of the organizational units deposited in the mailrooms is collected for processing and forwarding by the ZPS. Mail is exchanged in special mail bags.
In exceptional cases, mail can be delivered and collected via a mailbox system set up in the ZPS.
The ZPS is responsible for the management of P.O. box and mailroom keys as well as the planning and optimization of delivery routes. Please contact us if you would like to set up a P.O. box or if you need to optimize your delivery.
Relocations and changes of address must be communicated to the ZPS and all other important offices (internal / external) in good time, i.e. before an impending move, so that a smooth, direct mail delivery can take place. Failure to do so may result in delays in delivery or, if the mail cannot be delivered, it may be returned to the sender.
When relocating, it is also necessary to clarify whether a mailroom needs to be set up in the building in question or whether you have access to the existing mailroom.
We will be happy to store your mail temporarily at the ZPS during the relocation phase and deliver it to you once the move is complete.
The national and international shipment of dangerous goods (including batteries) is subject to strict safety regulations regarding packaging and labeling. This applies to transportation by road and especially by air.
Consignments should be registered with the ZPS in good time before the planned shipment. It is important to state the UN number (four-digit number according to the UN list for hazardous substances and goods). Please contact the TUD Hazardous Substances Officer in Directorate 4, Mr. René Hennig (Tel.: 33627/ ) in advance. The ZPS is not the office responsible for providing information on the shipping requirements for hazardous goods.
Dry ice, even if it is used to cool shipments, is also considered dangerous goods (UN 1845).
To ensure that the dry ice only cools the item inside the package, there must be sufficient insulation between the inner and outer packaging. Material with low thermal conductivity, such as polystyrene, is suitable for this purpose. On the Internet, you can find providers of special shipping boxes that keep the goods cool and allow CO2 gas to escape under keywords such as "polystyrene shipping box" or "thermal packaging". This is necessary to prevent the packaging from bursting during transportation.

Not generally accepted by the ZPS for logistics and safety reasons:
- Shipments of hazardous substances,
- Refrigerated and dry ice shipments,
- bulky goods over 2.5 m in length and pallets,
- Deliveries of large quantities of luxury goods or foodstuffs (e.g.
beverage deliveries),
- shipments over 31.5 kg.
In the case of such consignments, the customer must arrange with the delivery service for delivery to the appropriate delivery address. Please always state your home address, room number and contact details with telephone number. Possible exceptions must be agreed in advance with ZPS.
Large or bulk mailings (letters [from 100 items] and parcels [from 10 items]) should be notified to the ZPS in good time if possible, so that rapid processing, collection and transportation can be organized in advance.
To make it easier for you to transport bulk mail, mail boxes can be ordered and borrowed from the ZPS.
According to the new Postal Act (PostModG § 73), bulky and particularly heavy items (over 20 kg) must be collected by two people or by providing suitable technical aids. Please contact the ZPS in advance so that we can react accordingly.
In principle, the use of the services of the ZPS, i.e. the centrally organized acceptance, delivery, collection, processing and forwarding of mail (letters, parcels, etc.), is only intended for the organizational units of the TUD. External third parties can also use these services, using a "c/o address" (address at) of the TUD, provided that a contractual agreement is concluded. The use of the ZPS services and the use of a c/o address is subject to a fee.

Mail addressed to the TUD and internally distributed mail is generally considered official mail, as is outgoing mail from the TUD.
Outgoing private mail or return shipments are only transported if they are franked with stamps or return labels.
ZPS does not undertake any inserting or packaging work and does not provide any packaging material. The choice and use of suitable packaging material is the responsibility of the sender.
If unsuitable shipping packaging is used, the contents of the consignment may be damaged and longer transit times may result.
When designing the contents of letter mail items, the franking and sender area must be kept free of paper clips, binding strips, etc. in order to prevent damage to the franking machine.
The minimum packaging size for parcels (including small parcels and consignments of goods) must be A5 to allow sufficient space for labeling and to reduce the risk of items that are too small being lost.
For cost reasons, the unnecessary use of polystyrene packaging should be avoided when sending parcels, as this is subject to a surcharge compared to cardboard packaging. Please also observe the bulky goods guidelines when packing to avoid additional costs.
Suitable packaging, e.g. cardboard mailing bags or wrap-around packaging, should be used for book shipments (e.g. dissertations).
Outgoing mail in rolls should be avoided (not stackable). Instead, square shipping boxes should be used (available on the Internet under the search term "Versandhülse").
