Barrier Reporting Center
With the help of the Barrier Reporting Center, members as well as guests of TU Dresden can report accessibility issues they notice when using university services. This is intended to enable in particular people with special needs to easily report barriers that prevent them from independently and effectively navigating our university and taking advantage of what it has to offer.
Legal background
Since September 2019, the Accessible Websites Act (BfWebG) has stipulated that all public bodies in Saxony, including universities, are required to make their websites and mobile applications (hereinafter referred to as “websites”) accessible. This applies not only to websites accessed by the public, but also to those on the internal network.
In addition, for each website, an accessibility statement, i.e. a declaration of conformity on the degree of accessibility of the website, must be published. This statement must identify several properties, including the parts of the content that, in exceptional cases, are not designed to be fully accessible for people with disabilities. In addition, an electronic mode of contact must be provided for reporting barriers that still exist as well as for requesting information on accessibility implementation.
In this context, on July 28, 2020, the University Executive Board of TU Dresden decided to set up a Barrier Reporting Center and published the associated process (see Notification from the Vice-Rector University Culture 1/2020 – in German).
Barrier Reporting Center process
Deficiencies regarding the accessible design of TU Dresden websites and their content can be reported using the provided online forms for reporting barriers or via the contact details provided below for the Barrier Reporting Center. All messages are then automatically transferred to the OTRS ticket system of the ServiceDesk. From there, all tickets are coordinated by the employees of the reporting center and forwarded to the appropriate responsible organizational unit. The responsibility for improving accessibility lies with the responsible organizational unit.
Reports of digital barriers must be answered within a reasonable period of time, i.e. usually within one month. If there is no reaction from the responsible organizational unit by the deadline, the person submitting the report is free to contact the Saxon Enforcement Agency.
If necessary, structural barriers can also be reported via the reporting office. The reporting office itself sees its task in quality assurance and advice in the processing of reported barriers as well as in writing follow-up reports.
